Changing a name will not make a huge impact, after all, it's just a name. Sooner or later people will know that's just a re branding gimmick. The better question to ask is how to change the neighbourhood itself. Now that is the difficult task which we will not discuss here since that's a whole different topic. The name Whalley and whatever negative connotation it has will stick for now but that does not mean it will never change. It will take time and progress for the name to take on a different meaning.
