IP station to stop power generation

The Delhi government on Thursday approved the constitution of the fourth Delhi Finance Commission and de-commissioning of IP Thermal Power Station.

Briefing the media after the meeting, Dikshit said that the finance commission would comprise a chairman and two members, including a member secretary. The commission has been asked to submit its recommendations along with a action taken report during budget session in February-March 2011.

The cabinet has also decided to de-commission the coal-based IP Power Station of IPGCL on October 31, 2009. The normal life of a coal-based generating station is 25 years and the units of this station have outlived their designed life. The Central Electricity Authority (CEA) recommended for de-commissioning of these units on account of un-economical operation.

From October onwards, get ready to face shrinking road space in Connaught Place. New Delhi Municipal Council (NDMC) is planning to construct eight subways in Outer Circle for which it will need road space. So it is planning to convert a six lane road into three lanes to allow work to be carried out on a particular stretch. It also has plans to construct two to three subways simultaneously, depending on the traffic situation.

Moreover, the fact that NDMC wants to complete this work in time for Commonwealth Games 2010 means that it will have to construct more than one subway at a time. At present, facade restoration work on 16 blocks is going on in Connaught Place and this has already eaten into footpaths making it a task for pedestrians to walk around the area. While the parking situation has been more or less resolved, the traders of the area are not too happy with this move claiming that their business has gone down by 20-25% since facade restoration work began.

The traders held a meeting with NDMC on Tuesday over the redevelopment plan of CP in which construction of subways was included. The traders said that they were opposed to the idea of too many things being taken up at once and would take up the matter again with NDMC on Friday.

The eight subways that will come up in the Outer Circle will include one each near Super Bazar, Minto Road, State Entry Road, Chelmsford Road, Sher Bhagat Singh Marg, and two each at Punchkuian Road and Barakhamba Road on both sides of the Metro Line. These subways will be disabled-friendly and will have escalators. The total cost of this project is Rs 35 crore.

Said Atul Bhargav, general secretary of the New Delhi Traders Association: "Business has already been affected by the ongoing facade restoration work. We have seen a dip of 20-25%. Till the work of restoring facade is not completed, no new work should be taken up. There is heavy traffic flow on Outer Ring Road at any time of the day. It is the commercial hub of Delhi and many offices are located here.''

Said an NDMC official: "Some amount of disruption is bound to happen when construction work takes place. Like the Metro, we too will divert traffic and will make the six lane road into a three lane stretch. We will take up work on more than one site simultaneously. We are already in talks with the traffic police on this matter. We are making an underpass at Shanti Path using box-pushing technology where a concrete box is lowered through an opening and is pushed ahead to make a tunnel which doesn't require too much road cutting but we need more space to use this technology which is just not available in Connaught Place.''

Senior traffic officials said that while they had no information on this plan, shrinking of road space would lead to traffic disruption.

Meanwhile, the subways were supposed to sport modern designs and CCTV cameras will also be installed in them. Besides this, it will be linked to the cooling mechanism to be installed in CP. NDMC also plans to upgrade the existing four subways in CP area.

New Delhi Achieving yet another milestone on the way to bring New Delhi Railway Station to world-class standard, Union Minister of Railways, Mamata Banerjee, inaugurated the new building at the Ajmeri Gate entrance of the station.
The plush station building, constructed at an estimated cost of Rs 25 crore on a total floor area of 9,000 sq m, boasts of dedicated enquiry counters, platform ticket counters, ATMs, food courts, cloak rooms, retiring rooms and AC dormitories.

The building also has tactile tiles to help the visually challenged, low water booths, ramps and toilets with wider doors for passengers on wheelchairs.

Impressed with the arrangements, Banerjee announced a reward of Rs 10 lakh for the officials of Northern Railways.

Banerjee also said two special trains —Vigyan Express and Commonwealth Games special train —will be run in October and November respectively.

“These trains will take technology and sports to the remote areas of the country. I also wish to extend all our support to the state government for the Commonwealth Games. Whatever is demanded of the Northern Railways will be delivered,” Banerjee said at the inauguration ceremony this evening.

Talking about Duronto Express train, Banerjee said the economy class fares of these trains will be Rs 200 less than that of Rajdhani Express trains and the Duronto trains will cover the distance in 2 hours less than the Rajdhanis.

On September 18, two Duronto trains — one from Chennai to New Delhi and the other from Sealdah to New Delhi — will be flagged off.

Games 2014: Glasgow off the blocks

With deadlines scheduled for early 2010, Delhi is now racing to complete the Commonwealth Games 2010 projects. And while the government may reiterate time and again that the city will be able to host the Games successfully, work has indeed lagged behind. Meanwhile, distant Glasgow, Delhi's successor for the 2014 Games, is already buzzing with activity. Interestingly, this Scottish city has started work on many of the projects earmarked for the Games, with deadlines kept to 2012/13, leaving a year to make up for any slack.

The schedule is not new. Most countries hosting a sporting event of this magnitude traditionally keep a year in hand, with deadlines for infrastructural projects kept a comfortable year ahead. For instance, Melbourne, which hosted Commonwealth Games in 2006, completed all its infrastructural projects a year before the Games were to take place. Even its volunteer programme had started shaping up in 2005, so as to give organisers ample time to attend to any snags that may crop up before the Games.

It's a precaution that the Glasgow organising committee, called Glasgow 2014, has not forgotten to take. The Glasgow 2014 comprising a member from Commonwealth Games Scotland, the Scottish government and Glasgow City Council has already drawn up the list of works that need to be implemented for the Games in 2014. And it has started work on several of them.

Speaking to TOI, Gordon Arthur, director of communications, Glasgow 2014, said, "Glasgow 2014 is in the early stages, but we aspire to deliver an astounding athlete-centred Games in 2014.'' This despite the fact that Glasgow's bid for the Games was heavily dependent on the city already having a majority of venues (70%) in place.

For instance, the contract for Athlete's Village, which is a building coming up in the city's East End and will have 1,100 housing units for over 6,500 players and officials, has been awarded in June 2009. The tendering process for the project was started last year. Similarly, the tendering process for one of the biggest projects for the Games, the National Indoor Sports Arena, was started in late 2008, with the contract being awarded in August of this year. The deadline for completion of the project is the summer of 2011.

Even upgradation of the existing venues has been started, say Glasgow officials. Venues like the Kelvingrove Lawn Bowls Complex and the Royal Commonwealth Pool Edinburgh have already seen work starting this year, with the latter being opened to the public in 2011.

It's not just venues but also transport projects like the extension of the M74 motorway, a new high-speed rail link from Glasgow airport to the city centre and other road improvements that have seen early activity. Officials say that since the projects are also part of a long-term regeneration plan for the city, groundwork for many has started in earnest. Besides the infrastructure, the organising committee has also drawn up its plans for involving volunteers, "though the plan will be implemented mcuh nearer the Games,'' add officials.

What's important, admit officials, is the partnership that the various agencies involved with the Games are working on. As they say, "it's the key to delivering a successful Games.''

In an attempt to close ranks with Delhi chief minister Sheila Dikshit, who is under pressure as several key Commonwealth Games projects lag behind schedule, railway minister Mamata Banerjee said she has instructed the general manager of Northern Railway, Vivek Sahai, to meet any demands put forth by the state regarding the Games. "From now on, Commonwealth Games will be top priority for railways,'' said Banerjee. She was speaking at the inauguration of the new three-storey building at the Ajmeri Gate side of New Delhi railway station.

The railway minister also announced the running of Commonwealth Express from Delhi. "It will be run in association with the ministry of sports and youth affairs. The train will tour the entire country and raise awareness about the event,'' said Banerjee. A science train in collaboration with the IITs will also be flagged off from Gandhinagar on October 2.

"The Ajmeri Gate entrance building, having a total space of 9,000 sqm, is a festival gift for people visiting Delhi this year,'' said Banerjee.

According to Sahai, railways will also construct a new foot-overbridge (FOB) taking the total number of FOBs to four at the station. "We have already released funds for this purpose,'' said Sahai. The GM also informed that final discussions are on to install special escalators at all the 16 platforms of the station. "The escalators will come as a relief for all passengers who will no longer need to depend on porters,'' he said.

The New Delhi station at present handles 273 trains. On an average, approximately 3.6 lakh passengers use the facilities at the station daily while during peak travel time this number touches 5 lakh.

"To cater to the burgeoning masses, the expansion at the Ajmeri Gate side of this station was taken up in July 2005. The first floor was commissioned in March 2009. The ground floor has an area of 2,800 sqm while the first and second floors are spread on 3,100 sqm each,'' said Anant Swarup, CPRO, Northern Railway.

The three-storey complex will also have a provision for another two floors. The work has been completed at the cost of Rs 25 crore.

While the arrival/departure hall and waiting-cum-sitting space for unreserved passengers have been provided on the ground floor, along with 9 enquiry and platform ticket counters, with some being earmarked for differently-abled and senior citizens. Other facilities May I Help You booths, fast-food joints, cloak rooms, ATMs, pay and use public toilets have also been provided on this floor besides VIP lounges and drinking water booths.

There will be 27 counters for enquiry, platform tickets, refund and unreserved ticketing systems. Special counters for senior citizens, ladies and physically handicapped passengers have been provided on the first floor. In addition, ladies waiting room, ATMs, book shop, STD booths, cafeteria and will be provided on the first floor.

NEW DELHI: In November 2008, three Indian students figured among the toppers in the Cambridge International Examinations, an international board
for school education that has presence in 156 countries. Proving that the performance was no flash in the pan, as many as seven Indian students have topped individual subjects of the global test for CIE's International General Certificate of Secondary Education (Class X) and Advance Subsidiary (Class XI) levels.

The results for the tests held in June 2009 were declared last Friday and Indian students topped in combined science, art and design, business studies, Hindi and English exams. As many as 230 schools in India are affiliated to CIE.

Prominent among the achievers was a Delhi boy, Karan Handa of British School, who topped in Art and Design in the IGCSE exam. Director of British School, Graham Ranger, told TOI, ``It is amazing that we have one of the world toppers in Karan Handa. He is also the India topper in Computer Studies. To be a global topper of an exam of CIE's magnitude is a real achievement. As a student, Handa has won many awards in the school.''

Indian students have been consistently doing well in the exam. While globally 33% of students get grade A (80% and above) and above, 38% of Indian students managed to get the top grade this year. ``The number of students receiving numerous A and A* grades in their examinations in India has risen year-on-year from 34% in 2007 to 38% in 2009. Indian students now rank 5% above the rest of the world in their performance,'' said Ian Chambers, regional manager for South Asia, CIE.

IGCSE is the equivalent of Class X boards in India, while the AS level corresponds to Class XI. Level A is equivalent to Class XII exams, in which the cumulative scores of AS and A levels are counted.

In the November 2008 session, Alokik Mishra of Choithram International, Indore topped in Accounting, Neil Surendra Satra of Dhirubhai Ambani International School, Mumbai topped in Mathematics (without coursework) and Ajay Ravindran of Mallya Aditi International School, Bangalore, who also topped in Mathematics at the AS level.

Said Neil Surendra Satra, the Maths topper, ``The CIE curriculum is very good as it focuses on critical thinking, problem solving and application skills, and not on rote learning. Now, I would do my IB diploma and then go to the US, maybe to Harvard or MIT for computer studies.''

A happy Sathish Jayarajan, principal of Mallya Aditi International School, said: ``We have two world toppers in Sejal Pachisia and Ajay Ravindran. While Ravindran is still with us doing his A-level, Pachisia is pursuing engineering at Princeton University in the US. Pachisia was also involved in varied activities such as rowing and young enterprise.''

NEW DELHI: Delhi government is all set to give a go-ahead to four private hospitals to admit H1N1 influenza patients by this weekend. The state
health department has inspected the isolation wards at Indraprastha Apollo, Moolchand Medcity, Sir Gangaram and St Stephens and are in the process of discussing the H1N1 influenza protocols that needs to followed while treating positive cases.

Moolchand and Apollo are almost ready with their isolation facilities. A team of experts from Delhi government had visited these facilities in all four hospitals and had suggested some minor changes. St Stephens and Gangaram too are also ready, but we have asked them to make some changes. Hopefully by next week, these hospitals will start admitting H1N1 positive cases . We will take a decision by this weekend, said Kiran Walia, Delhis health minister.

The infrastructure in all the designated government hospitals is up to the mark. But there are people who want to get admitted in private hospitals . These four hospitals will provide 36 beds for H1N1 influenza patients. The government will provide tamiflu stock. The charges will be decided by the hospital, said Walia.

The number of beds in isolation ward of Moolchand is 10, Apollo 6, Gangaram 10 and St Stephens 10. We already had an isolation ward, but for swine flu we had to modify the facilities and add new air filter . We are going to have a dedicated staff for this ward and depending upon the number of patients and their condition , we will increase the strength, said Dr BK Rao, chairman, board of directors, Sir Gangaram Hospital.

At present, the Delhi government doctors are holding meeting with medical staff at these hospitals to explain them the protocol that needs to be followed while treating an H1N1 influenza patient.

2010 Commonwealth Games on track, says Kalmadi

New Delhi: Commonwealth Games Organising Committee Chairman Suresh Kalmadi on Wednesday claimed that India will be able to organise a successful Games in 2010.

Addressing a press conference in New Delhi on Kalmadi, who is also the Chairman of Indian Olympic Committee (IOA), said that Union and Delhi Governments have backed the Commonwealth Organising Committee and even the Opposition parties were behind the government.

"Sports Minister MS Gill, Urban Development Minister Jaipal Reddy and Delhi Chief Minister Sheila Diskshit are working as a team to deliver a great Game," said Kalmadi.

"We have hired many international experts to ensure there are no slip-ups," he said and added that the Games would be organised very well and work was progressing at a good pace.

Kalmadi also brushed aside Commonwealth Games Federation President Michael Fennell's criticism on New Delhi's ability to successfully hold the 2010 Commonwealth Games.

The IOA chief said that Fennell's doubts would be cleared when he came to India in October.

Fennell had on Sunday criticised New Delhi's preparation for the 2010 Commonwealth Games.

Following Fennell's harsh criticism and the uproar over preparation Union Sports Minister MS Gill on Tuesday summoned Kalmadi to take stock of the situation.

Kalmadi along with IOA Secretary General Randhir Singh met Gill. Gill also met Delhi Chief Minister Sheila Dikshit on Tuesday to discuss the preparation of the Games.
