It's all Greater St. Louis...anyone that's a member here should know that a reference a large city is also a reference to smaller cities and suburbs within that MSA.

i think that's debatable. would a riot in Camden be considered a Philadelphia riot? same proximity. adjacent cities can have very different cultures, which was (and still is) the case with St. Louis and E. St. Louis. In any case MSA's didn't exist in 1917 when the riot occurred.

Nope. While it's common to compare MSAs when looking at the various BS lists that come out every week, there are loads of contexts in which looking at things at the MSA or CSA level just doesn't make sense. (Case in point, see the murder rate thread.) Given the context of the post was about flight from urban centers and urban decay, things that impacted the urban core, not the MSA, it's pretty clear that the St. Luis and ESL should be thought of as distinct.
