That's the view from atop 55 Broadway - London Underground's HQ (built directly above St James's Park tube station) and located inbetween the Palace of Westminster (aka Houses of Parliament) and Victoria Station. Buckingham Palace would be to the left in that photo. However while that building is an office, there are countless residential apartments across London that have as equally spectacular views.
I thought it was because the tower was multi-use (offices, residential, hotel and two viewing platforms), that there would need to be quite a few lift shafts to seperate everyone in an orderly fashion.
