Opinions of Moyer aside, it is debatable (from an urbanisitc and architectural standpoint) whether the Park Block Foundation's plans had "considerable merit." This area has developed its own unique character, and the construction of park blocks though the area would have destroyed that character and a number of historic buildings, including the Cornelius Hotel and several terra cotta-trimmed office buildings. Besides, the city adopted a totally different plan for this area already, so it seems unreasonable to expect Moyer to cling to the "rejected" plan. In a way, I admire him more for pro-actively working toward the realization of the current plan, which calls for redevelopment of the Zell block (though the plan foresaw a significant amount of time passing before this would occur, as I recall). I also think the north and south park blocks have a better scale as separate entities than if they were joined together as a huge swath of parks.
