Some of these photographs remind me of the embassy area of Washington, DC. Is this area primarily residential?

Mostly yes. A lot of embassies and the Rothenbaumchausee that kinda borders this neighbourhood is a major street with museums, the Grand Elysée Hotel and also the courts that host Hamburg's ATP tournament.

Great stuff ! Hamburg has no embassies but consulates , the third most in the world after NYC and HK. This area contains a lot of them !
