Whats with the hole in the ground on the WFC side of the street? Are they already that far along with the underground corridor?

The East West connector's venting systems. It is almost finished, because of the fact that the "hole" is near the WFC.

Yes, but from what I understand the current plan is to demolish the famous grand staircase in the Winter Garden to make way for all that.

Sort of, but not quite. The staircase is not in the way, but they want to remove it to open up the wintergarden, and provide a better pedestrian flow (without removing the stairs, the flow is right or left). The viewing platform at the top of the stairs would still be there, but it would now overlook the escalator bank. It's still not decided if Brookfield will get the approvals for the new addition.

Officials Hold Summit on WTC Memorial Tour Bus Problem

Still, officials attending a multi-agency meeting on the potential bus problem, convened by Silver on April 15, did allay some community concerns.

The Department of Transportation, they said, has scrapped its plan to consider a bus layover zone that could include streets as far north as Warren Street in Tribeca, a narrow residential street with two schools and a community center. Battery Park City streets are also no longer being considered.

“How could we have put all those buses on Warren Street?” said Community Board 1 chair Julie Menin. “It would have been disastrous. We did object to that strenuously…so we actually are making progress.”

The city is now considering five spaces along Trinity Place between Rector and Thames Streets and three spaces on Church Street between Barclay Street and Park Place for pick up and drop off locations, a source at the meeting said. For bus layover and parking, officials have identified spaces on Barclay and West Streets.

Around five million people are expected to visit the Memorial during its first year, with 15 to 20 percent of those visitors arriving by bus. A reservation system is being planned to limit the number of tour buses coming Downtown. But temporary layover zones will be needed for the six to eight buses an hour that are expected until the underground Vehicle Security Center is completed in 2013.

Local elected officials say the best layover location for the buses is across the river in New Jersey so that tourists will use ferry and other public transportation to get to the memorial, then remain Downtown for the day.

“They are going to stay longer, they are going to spend more dollars, they are going to be part of the community,” State Sen. Daniel Squadron said at a press conference following the meeting. “When you have them come by the tour buses it’s not going to work as well.”

Downtown Manhattan, he added, also needs a no cruising law for buses and permit legislation to ensure buses are using the curb appropriately before the memorial opens.

Local officials also want to see revenue from bus parking meters to help offset the cost of traffic enforcement.

Silver’s stakeholder meeting was the first of several on the bus issue, and officials said there is still much to be decided. Squadron is expected to host the next stakeholders’ meeting of city and state officials in May.

“We want to make sure this Memorial keeps the momentum of Downtown going forward,” Silver said.

The memorial foundation has rented all of the retail space on the ground floor of the doorman building and plans to use it for the next three years.

"That's not good," said Jamie Tomczyk, 29, a resident of 90 West St., when told of the plan recently. "This is your home. I don't want it to be a tourist attraction."

Dan Chamberlain, 29, said he and other 90 West residents have already put up with noisy round-the-clock construction at the World Trade Center site and the Deutsche Bank building demolition.

"It's really asking a lot of the residents," Chamberlain said. "I wish it was in another space."

Peter Levenson, principal at The Kibel Companies, the building's owner, said the tourist screening spaces will be entirely secure and separate from 90 West's lobby and residential areas.

"The memorial will be visited by many people and that will be felt by everyone downtown," Levenson said in an e-mail. "By agreeing to house the welcome center we had some input on circulation to make sure the impact to our residents was as small as possible."

Levenson said the building's history makes it particularly appropriate for it to house memorial visitors. The landmarked Cass Gilbert tower was heavily damaged on 9/11 and was meticulously restored and converted from offices to apartments.

Joe Daniels, president of the National September 11 Memorial & Museum, wrote a letter to 90 West residents this week that outlines the plans for the "welcome center" in their building, which will include a souvenir shop tourists can visit as they leave the memorial.

"As residents of lower Manhattan, you are all such a critical part of the history of 9/11 and its aftermath," Daniels wrote. "We appreciate your patience and support as we open this national tribute."

Visitors to the 9/11 memorial will have to reserve free, timed tickets in advance. They will meet on a new plaza at the former Deutsche Bank site and then will walk over to the north side of 90 West St. for security screening, according to memorial officials. After leaving 90 West St., they will walk along a secure route on West Street to the memorial.

On their way back, visitors will head south on West Street until they get back to 90 West St., where they can either visit the gift shop or return to the public sidewalk. Visitors leaving the memorial will cross in front of the main entrance that 90 West resdients use.

The ground floor of 90 West St. will also house a separate welcome and screening area for family members of 9/11 victims, along with a small office for memorial workers, said Jim Connors, executive vice president of operations for the memorial.

The memorial will likely be open from 10 a.m. until an hour after dusk on weekdays and may open earlier on weekends, Connors said.

Oh please. They will hardly notice. Residents have a separate entrance. It's not like tourists are going to be throwing parties in the security line late at night or early in the morning. I think of residential buildings above shopping malls or landmark towers with skydecks. Does it irk the resident's? Of course not.
