That lot is one they focus on in the State College
downtown master plan. Usually municipal master plans don't mean much, but since the lot is owned by the borough, I reckon it shows they are dedicated to selling it at some point.
The whole document is a good read, but the relevant bit starts at pg. 160.
As a side note, the lot directly adjacent to the lot you were discussing (facing Beaver Ave) is slated to be the new home of the Penn State jewish student organization. The project, however, was, in large part, orchestrated by Graham Spanier - so it has been on hold since the Sandusky scandal.
