Yes that would be the one.

It made the Canadian Architecture magazine's 2013 Awards of Excellence.

You may hate it and ridicule it if you want, but it's still an interesting design, very fitting for its purpose.

Of course it did ! Toronto is building a lot of very interesting design. Toronto's mid-rises have much more architectural quality than the high-rises. It's worth noticing that no "grand towers" have made it to those awards.

Can't say any of those do much for me except perhaps the Fifth Pavilion.

Skyscrapers certainly don't make great cities. It's true that great cities often have skyscrapers, but we shouldn't confuse cause and effect, or else we end up with Dubai.

That being said, everyone has their own personal preference for what kind of city they want to live in and mine includes lots of very tall buildings.

I won't deny that I would love to see more towers build in Montreal, but the reality is that the city will never have a boom like Toronto. I mean, Very few cities in the world have boom that compare to Toronto. but all things considered, Montreal is doing okay by NA standards and it certainly isn't true that the city is turning its back on skyscrapers. That's all.

I have no doubt in Dubai's capacity for spectacle.

Dubai runs on spectacle. It has no choice but to vainly outdo everyone.

Dubai survives on spectacle. It has no choice but to vainly outdo everyone. It all lacks substance.

no "regular" buildings made it either, (residential or office) its all civic and institutional structures, which are but a small minority of structures in a city and are almost entirely publicly owned and operated.

Dubai broke the guinness world record for the largest firework display ever while doing it (500 000+ fireworks)... Crazy, must have cost somewhere in the hundreds of millions of dollars if not billions.

Uhh, 500,000 fireworks is a lot but we're definitely not talking about billions of dollars

It actually only cost them 6 million;

The oil sheikhs happily throw billions to the winds on frivolous monuments to decadence and profligacy.
