The other thing to consider is that it isn't a pleasant process to go and cast a ballot in a municipal election. The ballot is close to a doubled sided single sheet with a million names that mean nothing where voting in a provincial or federal election is a fairly quick and painless process. Also because the turnout is so bad a genuinely good candidate probably wouldn't have a chance at getting elected because the candidates that pander to these fringe groups tend to be the ones getting those individuals out to vote. I highly doubt we could elect a Bloomberg type in Vancouver.
You hit the nail right on the head. The lunatic fringe in this city are the ones who are the ones who actually come out and vote. The rest don't bother or care or hold their nose when they vote because they are forced to choose between bad or even worse for candidates. WAY different story in Provincial politics.
