Don't forget that, once the Chicago Spire is completed, there will be a direct line of sight from the top of Chicago's tallest building to the top of Milwaukee's tallest building. That means that the skyline of each city is visible from the other, if that doesn't mean we can consider them twins I don't know what does!
Also, the exchange between Milwaukee and Chicago is quite large, there is a lot of commuting and general population sharing. However, it is not to the extent at which they are one metro area. This combined with what Adiran mentioned about the layout of the cities being virtually identical, makes them probably the best and most twin cities...
