Time line seems about right. Small buildings with architectural elements can take a bit longer. Case in point, City Hall. It took about 2 years to build. It too has underground parking and started with a 50 foot hole in the ground. Its at least 80k sqft smaller than the library will be. The exterior of the library isn't radical like City Hall, but the interior looks anything but conventional. That plus the fact that its not a private business venture probably means they won't be hiring extra construction workers to get it built as quick as possible.
That being said, the weeds in my yard do seem to be growing faster than this thing is.
It will be exciting to see work being on Waller Creek but I'm guessing that will be the final stage of the project. It doesn't look like they plan to expand 2nd street until construction of the waller buildings are done.

Waller Creek and The Waller buildings are on the other side of Downtown in the Rainey St. area.

The city has raised the construction funding request for the new Austin Central Library by about $6 million, citing several improvements to the planned building and some unforeseen costs at the site.
In May 2013, City Council authorized a total contract of $111.9 million based on an early estimate by the project's construction manager at risk Hensel Phelps Construction Co. The new request sets the construction contract at an upper limit of $118.2 million.
The library construction deal includes not just the library building, but also construction on Second Street, work on the adjacent greenbelt and an artistic perimeter screen wall around the nearby Seaholm station, according to city documents.
Having people for scale helps bring it all into perspective. I really am excited for this whole area. It is going to be so amazing in a couple of years.
They are pouring a massive 8000 cubic yards of concrete in one pour. To put that into perspective, that is as much concrete as one skyscraper project here will pour in an entire month. Other construction operations are actually halted because the local concrete plants are committed to this pour.
