Edit: For clarification, these pics are some of the earliest of the completed Pleasanton/Garden City 36th St footbridge. This is after construction of the Thurman Mill Canal head gate and before the new wave shaper diversion dam.

From the north looking south, greenbelt now veers to the east to meet the new bridge's approach.




The Thurman Mill Diversion aka 36th St wave. Low winter flow of about 280 CFS.


Upper Garden City's Waterfront District:


Lots of cargo bikes and bikes pulling trailers in this area especially in summer.


New head gate for the Thurman Mill Canal is complete. This is a massive chunk of concrete.

Last but not least:

EDIT: Mission completed winter of 2011/2012, kayaking began March 2012 a big water year. Spring/Summer 2013 very low water. Note: the concrete that made that waterfall is still there, the new dam is a few yards downstream.

Yes, that thing crossing the river is the dam which will be removed. The new one will cross the river at a 90 degree angle and just slightly downstream.

Edit: Sep 2013, Correction, the old concrete was not removed, it was left in place, the new dam is slightly downstream

Great pictures. Thanks for sharing.

They should have connected the bridge to the greenbelt on the north side similar to how the pedestrian bridge from Julia Davis connects to the greenbelt by BSU on the the south side. Except also have the path continue straight from the bridge as opposed to only either way on the greenbelt, as is seen in this example.



I think this could still be done, so I hope this is worked out when they develop the park.

Excellent point Visualize. I don't think they're done with the design yet and I haven't seen any concepts. But one thing's for sure, the current layout is really bad and downright dangerous. The remaining chain link fence limits sight distance for cyclists and some go pretty fast through the dogleg.

I believe Parks and Rec will eliminate the dogleg as a part of finishing off Phase I of the diversion dam replacement for the white water park. Completion of Phase 1 is slated for construction Fall 2011/Winter 2012.

Thought this might be an interesting fyi, nothing more, Neighborhood Association Doesn't Know 27th Street Exists

A google site specific search of vpnaboise.org for "27th" (as in 27th Street) turns up exactly 0 results on VPNA's site. Compare that to a search for "30th" which returns 136 results. Way to represent the neighborhood VPNA.

Why is this important?---- Roughly $15 million in public investment is to occur in the next 3 years. (White water park, 30th St Extension and Esther Simplot Park) West Downtown is is Boise's number one urban renewal focus at this time and rightly so. It's been neglected for at least 30 to 40 years, i.e., very little to nil public investment since the Greenbelt was punched through the Goodman Oil property in the early 80s.

A little history---- 27th used to be a trolley street. Trolleys ran up and down it and turned downtown via Bannock. 27th was exactly like other former trolley streets 18th and 24th north of State and Bannock and 23rd south of State. In 1974 ACHD took strips of land from residences on both sides of 27th in order to widen it from 2 lanes to today's layout of 4 lanes. At roughly 15,000 cars a day, 27th is the ultimate residential cut-through street. Perusing ACHD's traffic count page, 27th may be the busiest residential street in all of Ada County.

My Plan for 27th

As a part of the 30th Street Extension Project, ACHD has proposed to restripe 27th from 4 lanes to 3 lanes (2 travel lanes, a center turn lane and 2 bike lanes).

This does nothing to help the properties on 27th which have very narrow, non-conforming setbacks. Considering current planning and zoning laws, properties along 27th can not and will not ever be redeveloped.

Therefore, I assert that ACHD should give back the land they took in 1974 to the properties owners abutting 27th. Make 27th like 23rd and allow parking like 23rd. Forget the bike lanes and/or the center turn lane. There are more than enough safe routes from State to Main in the area. ACHD should also fix the ped ramp at 23rd and State.

Yes, this will be very expensive, but what are the alternatives? And talk about expensive, look at the new Ten Mile interchange and the related ACHD work north and south of it.

The 30th Street Roundabout Art Project has rounded a corner. In June, Boise Weekly reported that an art installation was set to accompany the construction of a roundabout at Whitewater Park Boulevard. Now, the city of Boise is accepting public input on the proposals for the art that will adorn the roundabout.

Three sculptures are under consideration.


Diversity's Dance, by Ken McCall and Reham Aarte, is one of three artworks being considered for the 30th Street roundabout.





The artworks being considered will be on display at Jerry's Market, located at 819 N. 27th Street, Monday-Wednesday, Sept. 16-18. The pieces will also be on display at Bee Wise Goods (3019 W. State Street.) Thursday-Saturday, Sept. 19-21, and at Idaho River Sports (3100 W. Pleasanton Ave.) Sunday-Tuesday, Sept. 22-24.

(Probably not many interested in this comment but I'm collecting this info for future historians and future reference)

Most who keep track of real estate and development probably know the new road opened on Thursday.

What the media isn't reporting is that everyone I've spoken with thinks the name was poorly chosen. Street names are chosen by a committee:

We provide uniformity in street naming and the assignment of appropriate address numbers to aid local emergency management agencies with the countywide emergency 911 program to protect public health and safety."

For years it was simply called the 30th Street Extension but seeking a new name began in earnest in 2011 with a public request.

The consensus was "Whitewater Parkway" which is easy to argue would have been much more elegant than the mouthful Whitewater Park Boulevard. However, there is a 1 block long street in West Boise off Cloverdale named "Whitewater Avenue" which some felt could cause emergency response conflicts. Well, many people are already calling it Whitewater Parkway and what happens when there's a 911 call, the dispatcher asks where are you and the person answers "Whitewater Parkway." Any dispatcher should know to clarify the location, and if they don't know they should not be working as a dispatcher.

Long neglected thread needs attention much like long neglected neighborhood.

Update May 2016

A lot is going on, almost as much as Boise's CBD thus my opinion this neighborhood warrants a stand alone thread.

* Esther Simplot Park nearing completion, major site work done, finish work (landscaping, green up) in progress. Pleasanton Spur greenbelt connection will likely be opened by Memorial Day Weekend. Fence going up to keep users out of ongoing landscaping work to the north.

* Greenbelt: 3500' south (and west) side extension from Americana to Main under construction for months is nearing completion.

* Boise River Park Phase 2 has gotten funding from Albertson's Foundation, design work underway. (looking for source) Farmer's Union Canal new head gate and box culvert is complete including rerouted greenbelt at southern end of Veteran's Pond. Bank reinforcing partially complete along eastern shore of Veteran's Pond west of Farmer's Union Canal.

* CWI has closed on 3150 W Main as of March 2016, the so-called Bob Rice Ford Property.

* Proposed 120 unit affordable housing project for SW corner of 25th & Fairview. 209 W Fairview reported by Boise Weekly is inaccurate. AFAIK these are the relevant official addresses: 2419 W Fairview, 2403 W Fairview. 308 S 25th is the climbing gym and may not be related.

Sandhill Crane Apartments 32nd and Moore, 32nd and Whitewater Parkway

Let's talk about the subsidized apartments proposed for 32nd and Moore. Density is actually in line with neighborhood or even less. However, there will be property tax collection consequences. Don't forget the 25th and Fairview proposal for subsidized housing and the rumored higher density at the old Salvation Army lot at 19th and Bannock.

The pressure to increase density is on. The north end and east end will resist. Downtown is too expensive. West Downtown is the only place without the clout to resist. I'm not making an opinion here, I'm merely observing and trying to analyze what's going to happen in the area.

The area inside the red lines is the property in question. ACHD owns the strange orphaned lots to the northwest bisected by WWP. That one lot on the northeast side of the ACHD property is privately owned and I'm pretty sure the owner isn't interested in selling for any price. Too bad lots can't be combined. Another observation, what a cut up mess of lot lines, skinny lots and angles and doglegs. Hard to imagine a coherent path forward.

FWIW, as you can see in the 2nd pic, that property is in the 30th Urban Renewal District and as such, will not be contributing at full value to the urban renewal district. If at all.

Aug 31, 2016: CWI has installed a chain link fence with black privacy screen surrounding much of the eastern side of the property. This ends Main Auction's use of the lot as parking.

Public meeting on Wed regarding Phase II of the downstream white water features. Synopsis, no one foresaw the rise in popularity of surfing and now it's an issue.

One thing the author left out is the Americana Diversion still remains as another developable whitewater recreation feature.

Edit: Found the rendering done by McLaughlin. Downstream is to the right.

Edit2: The original design was by Recreation Engineering and Planning. http://www.repwaterparks.com/projects Their site mentions Boise River Park design in 2003. Sadly the rendering of Americana seems to have disappeared. At some later point, City of Boise gave the contract to McLaughlin.

I might be the only one, but I'm glad that Main Auction's clients will have to park elsewhere. I've seen too many instances of unsafe jaywalking, often exacerbated by people carrying large items that make them oblivious to the fact they're about to be hit, and am surprised no one's been injured so far.
