Not to be a wet blanket, but Philly Shark (the cited source of the images) got them from PennConnects (as stated in the Philly Shark post.) If you go to the original source, they don't have any indication that these renders are new.

It doesn't bode well that the only press release they have in the press section is dated from 2007. They do have pictures of the new garage at least, so the website must have been updated since that was constructed. I want this to happen just as much as everyone else, but I'd like to have a more concrete sign before getting my hopes up.

These renders were posted on PennConcepts only a short while ago. They downsized the project to try to fill it easier.

There is a new site for this including a video and some new/old renders. Brandywine is rumored to move towards construction of two towers this year, one at 19th and Market and this complex. Hopefully that happens.

The larger of the two towers is an office tower. The smaller is a residential tower. The garage is actually already built. It has ground floor retail so it won't detract much from the streetscape. While there are currently several parking lots in the area, they won't be around much longer. This area is really heating up development wise. The garage will add more value to the apartment in the residential tower for any buyers/renters who need/want a car as well. It will also be used by any employees of Penn and any other companies that take space in the office tower. The Post Office which is directly across the street also uses this garage.

As Summer alluded to the old Post Office building is now home to the IRS and a couple thousand of there employees couple that with 600,000 sq feet of office space and residential and you will need some parking even at that site.

A down-scaled office component - not surprising. Revived news is nice, though.

Just how "downsized" are we talking here? (sorry, the link won't open so I can't see for myself). To put it in more concrete terms, how will the two new buildings compare in height to the existing Cira building?

Well Cira Center is 437 feet... for Cira South it looks like the smaller tower will be about 300ish feet and the taller tower will be about 500ish feet.

the design is nice and I like the roof garden, and the taller tower seems about the same height as cira center which I think is 450 feet or so

Uhm, Cira South is certainly taller then Cira in a few renders, I'd say by 100 feet or more.

I wonder what is to come of Cira 2 (the 900 footer proposed).

News on this today.

It seems Brandywine, the developers of this project spoke in front of the Planning Commission last week and released informal plans to the complex. Brandywine also put on a presentation in front of employees at Cira Center in which they stated that the smaller tower could break ground as early as this fall where the taller tower would start construction after the smaller towers completion.

Brandywine will be returning to the Planning Commission in two parts, once for an information only session then once to release final plans and seek approval.

No. Just on hold because of the economic collapse. Projects in the Philly area seem to finally be thawing out and coming back to life. Brandywine is trying to get two buildings off the ground this year/next year. This complex and a new tower at 20th and Market next to the IBX Tower.
