Not sure, but i think VROT SWAF myght be right. Or just say Breslau

You're treading on thin ice with that one . In Polish, the w is pronounced like the english v, the c is a soft c (ts), and the L is written with a slash in the middle and it is pronounced like the english w, so your phoenetic VROTSWAF is very close.
