I think it's almost without question that the Miami skyline has changed more in the last 20 years than any USA city. Here is a collection of drone videos of Miami:

In 1998 Miami only had 4 towers over 500+ feet / 152+meters.
Today it has 45 completed towers at that height or taller with another 5 under construction.
In this height category it ranks third behind NYC & Chicago.
