There is still a lot to be added to the lower section of 351, there will be quite a bit of glass and screening. But proportionally of course, a taller tower would have balanced it out better. However, they will have more than adequately large floorplates.
Re CBC discussion: there wasn't much time to go into detail.

There will be a lighting feature, a strip that is lit up where you see the light colour trim on top of the rounded 10th floor, maybe Led lighting which is popular now. Flood lighting is great for historic buildings, and the newer type (LEDs?) is often used in creative ways on new buildings, sometimes with lighting features that are computerised and change colours and patterns, especially in places like Asia, and even here in Canada.
