Once concrete for the foundations is starting to be poured U/C is a prudent description. I wouldn't expect much before that with the holes dug in many cities that go nowhere for years....

I believe the Canada Border Services Agency will be the new government tenant for this building. They will be relocating their offices that are currently at the BC Hydro building on Dunsmuir St.

This is a huge win for the project. The office and retail components were likely to be a long and difficult leasing process and would not have been very profitable.

Too bad this didn't happen sooner because then they could have spent more on the exterior design...just kidding, they would've pocketed anything as profit before spending the bare minimum for approval!
