You're right. Houstonians have always rejected any proposals to create a master plan and adopt zoning. However, the alternative isn't much different in that land use is regulated by an ordinance. There are ordinance rules as to what you can and cannot do with land, but ultimately, Houston is a deed restricted community, which means certain areas have the ability to restrict themselves to certain things. In a way, this takes the place of zoning because if you want to remove deed restrictions, you have to amend them through a majority vote. In other words, there's a myth that you can just do anything in Houston in terms of land development, but that's not true.
