Generally they allow for people to make 180 degree turns IE travel in the opposite direction. This can be particularly useful if 1.) they have missed their turn, or 2.) they need to go somewhere that could not be accessed from the opposite side of the road directly.

To give a less cheeky answer....when they widened 24th Street, you lost the ability to turn left into the shopping area if you were coming from the North down on 24th, and also on 114th. The U-Turn is the official way to get in there now, though you'll regularly see people doing a U-Turn at the intersection of 24th and 114th instead.
