Again, the very link you posted in the other thread gives the completion date and shows it under construction:

Also, the floor count is 13 according to that link. I'd estimate the height to be around 40 meters at the most. Also, this will have ground floor retail, so retail should have been listed as another usage. As we ask everyone, please fill out these forms as completely as possible.

As mentioned in the building request above ground floor count the number is 10, you can tell that by looking at the rendering.

I went back to both links and I couldnt find where it says that its already under construction. I honestly dont try to give you a hard time with this, I just try to contribute. I estimate the height based on other buildings that have the same use and floor count, if that is you estimate I respect it but I feel kind of left aside. As well with other buidlings I´ve requested I feel you submit wrong information on purpose. If theres is someone else that can take care of my requests I would feel more confortable because this seems kind of personal already and I hope I´m wrong.
