I thought this building looked familiar. The same architects did a two tower development in Toronto called The Madison. It's in the Yonge / Eglinton area, albeit without the above ground parking... And a Loblaws & LCBO on the main floor.

looks like they opted out of the glass on the top for 2 stories of solid concrete instead.. wonder why..

They didn't want this to happen again in Canada...

As it was Vranichs' intent to connect Hess Village to downtown, its seems this type podium could have had a big impact

it IS a bit .. close to the new developments though.. I hope the plan isn't to have dark wind tunnel environments like in toronto in hamilton.. hope there is some decent setback on top of the podium...

*EDIT* looking back on its placement it appeared they situated it to face the gap between the 2 buildings, which I think is nice - nobody wants to feel like they are in a subdivision of condos- looking straight into someone elses condo.. if they can help it..

There isn't any one standard rule, rather a collection of regulating by-laws imposed by the city on all new developments as well as on a case by case basis as stipulated throughout the formal consultation process. You'll want to look into Hamilton's zoning by-laws 72 through to 239 to find more information on residential uses.
