LA is certainly more diverse than Buenos Aires but at the same time, most people tend to forget that much of Latin America welcomed waves of immigrants just like the US and Canada, and Buenos Aires is perhaps the best example of that (with MAYBE the exception of Sao Paulo as far as cities go).
Obviously you're not going to get the same amount of diversity in Buenos Aires as you'd get in L.A., but it's certainly not THAT much of a gap. Due to the turbulent political developments in Argentina and their subsequent effects on the economy in the last century, immigration slowed drastically whereas in LA, people kept coming in massive numbers. If this was about 80 years ago, Buenos Aires would make LA look like a little hilltown in West Virginia in terms of diversity.
Just looking at the various houses of worship around Buenos Aires, you can see how diverse the the city is based on the religion and the denomination of that religion. Hell, I lived within a couple of square blocks of not one but two Russian Orthodox churches in BsAs. There's even a Chinatown along with a few other Chinese enclaves within various barrios along with not just massive European communities representing all parts of the continent but a large Armenian contingent, Middle Easterners (primarily Israelis - one of the world's largest Jewish populations by city - Syrians, and Lebanese) and of course, many people from fellow Latin American nations of all races.
