We've had statistics posted here that showed how many people make that transfer from Surrey, and I posted them onto the Millennium Line wikipedia page at the time. To quote:
"In 2007, the non-interlined portion of the Millennium Line served an average of 70,000 passengers per day. Of these, 14,000 passengers arrived on trains travelling from Expo Line stations west of Columbia Station, and 7,000 transferred from the Surrey section of the Expo Line. Since then, it is estimated that ridership has grown to at least 80,000 passengers per day."
Basically, it is a very small number of people who travel across the "shuttle" segment that you are worried about, when compared to the huge number of people who will be travelling the main Expo Line and the main Evergreen-Millennium line.
The numbers will be something like this in 2015 after Evergreen opens:
Expo Line Waterfront-Surrey: ~250,000/day in 2015
Evergreen Line Douglas-VCCClark: ~100,000/day in 2015
Millennium Shuttle Columbia-Lougheed (from any direction): ~25,000/day in 2015
As you can see, the number of people who ride the "great loop" are simply too small to warrant designing the entire system around them. Their current "one-seat ride" is just a temporary convenience until Evergreen is built.
