With the Hudson Yards towers awaiting, I am afraid Silverstein and the PA will even find it harder to look for tenants for the whole site. So if they wait for a tenant, they won't build it any time soon...
However, as they say : "There is no smoke without fire". This rumor must have a part of truth.
When you simply take into account the fact that they have already spent a huge amount of money on this project, I can not imagine a single second that they could cap it at eight floors. There are a lot of materials awaiting somewhere in a wharehouse ready to be shipped to the site and be assembled. They have already spent too much for this tower. They will build it, with or without a major tenant, albeit at a very slow pace in the second case.
