Toronto and to some extent Vancouver need special municipal powers to help fix their own localised problems. Pretending like the big bad Federal government can step up to the plate in any meaningful way is disingenuous (there it is again!). The Federal government should be working with provincial legislatures to enact sweeping tax reform changes that empowers metro Toronto and metro Vancouver. This isn't happening for one reason and one reason only - the province and the Federal government are too big for their own good and can't stand the thought of giving up an ounce of power.

So here we are. Federal housing program that is going to be a total boondoggle. All for buying votes. This shouldn't be acceptable to anybody.
Municipal governments don't have the resources to build the necessary units.

^ Exactly.

The one thing that is very good and is strictly from Ottawa is the rental subsidy to low income earners of about $2600/year. It helps people to pay their current rent so they may not have to go into government housing in the first place and it is mobile. People can try to get new jobs in any cities in the province or acroiss the country and not be afraid to do so as they would lose their social housing. This is one of the problems with permanent social housing development...........it inhibits mobility for jobs, training, education, and life events.
