KOCHI: The expert committee recommendations regarding the selection of firms for running the Brahmapuram solid waste treatment plant will come up before the Kochi Corporation council on Saturday.

Three private firms have been short-listed by the committee appointed by the authorities. The Corporation had earlier invited Expression of Interest for running the plant which process the biodegradable waste generated by the city.

The approval of the Corporation council is mandatory for selecting the firm. Once the approval is obtained, the financial bids submitted by the firms will be opened and the final selection will be done after assessing the bid, civic authorities said.

The Corporation is of the view that an external agency should be entrusted the task of running the plant.

The FACT has agreed to buy the bio-manure produced from the plant at Rs. two a kg. An agreement regarding the purchase was reached on Wednesday, said C.K. Manisankar, Deputy Mayor.

The FACT has also agreed to buy the entire manure which is to be produced at the plant.

Presently, there is a stock of around 400 tonnes of manure at the plant.

The filling of the manure in the gunny bags provided by the FACT has also been made the task of the agency which will run the plant for the Corporation. A provision to this effect has been incorporated in the list of mandatory responsibilities for the companies, Mr. Manisankar said.

The Corporation is waiting for the FACT to supply the gunny bags with its logo printed on it for packing the manure. The civic authorities are hoping to commence the sale of the bio-manure by September end.

The working of the plant was affected for a few days following a technical snag. However, the plant has been made operational after completing the repair works, Mr. Manisankar said.

Sree Narayana Institute of Medical Sciences

Gurudeva Charitable Trust (GCT), a non-profit organisation, has opened Sree Narayana Institute of Medical Sciences (SNIMS), a new generation medical college. Located 14 kilometres away from Kochi airport, SNIMS Hospital is 350-bed medical college hospital in the coastal belt of Thrissur and Ernakulam district, providing all the speciality services.

SNIMS will be affiliated to Mahatma Gandhi University, Kottayam and currently opened its doors to 100 students. This hospital is the first of the series of healthcare projects that GCT has rolled out. The trustee members are a group of NRIs from the UAE and other Middle Eastern countries.

The group has plans to build dental and nursing colleges and paramedical courses. Also, in the agenda is to develop Ayurveda and other alternative medical systems. The group plans to give free medical treatment to poor NRIs and road accident victims from the UAE who cannot afford the medical expenses in the UAE. The trust has raised Dh100 million.

The group's first project, SNIMS, received permission from the Medical Council of India (MCI) to admit 100 students. The trust has more than 400 trustees and out of 60 trust directors, 52 are immigrant Keralites from the UAE, Oman, Bahrain, Kuwait, Saudi Arabia, the US and Hong Kong.

MG Pushpakaran, a leading Keralite businessman in the UAE and Vice-President of the Executive Committee, said, "The objective of the trust is to construct a 650-bed hospital. There are 52 directors, mainly from the UAE and Middle East, who have contributed to the project. We plan to increase the total number of directors to 100 and there are many philanthropists and NRIs with charitable intent keen to participate in the project."

For the first six years, the trustees of GCT do not expect any profit, adding that this investment in the project is due to their commitment to philanthropic obligations which the saint advocated to help socially and economically disadvantaged people. "We are planning to deliver free treatment to the poor and sick NRIs. Accident victims from the Gulf will get free treatment in the 350-bed hospital, which is part of the medical college," said PP Sreenivasan, Treasurer, GCT. He added that more than 80 per cent of the Dh100 million fund needed for the GTC medical and education projects are given from the NRIs in the Middle East.

The overall administration, management and control of the trust is vested with a board of directors, formed on the basis of a membership scheme that ensures the participation of a wide range of people with charitable intentions. The believers of Sree Narayana Guru are categorised into 'A, B and C' class trustees. Individual or corporate bodies contributing Rs 30 million are institutional trustees who get a membership in the board of directors. Those who contribute Rs 5 million are A class trustees, and individual or corporate bodies contributing Rs 1 million fall into Class B and Rs 0.5 million are class C trustees.

One out of five B class trustees and one out of 10 C class trustees are elected to become board of directors. Said Polassery Sudhakaran, Secretary, GCT, "We have introduced a free medical treatment scheme for 10,000 poor families below the poverty line and the scheme is already being used by 48,000 families. We are evolving a scheme that will provide 50 per cent discount to labourers returning from Gulf countries.

GCT is also planning to launch a scheme to meet medical expenses of financially disadvantaged NRIs who meet with an accident and are seeking treatment in India.

There are also future plans to build a dental college and paramedical college in the nearby area. GCT has already acquired 46.4 acres of land.

The institute will also cater to the market for alternative medicines, especially ayurveda, which is synonymous with the south India. Sidhi and homeopathic medicine will be promoted by the medical college, which may ultimately become a deemed university.

Port cruising ahead

KOCHI: The efforts of the Cochin Port to become a sought after cruise destination are bearing fruit. Two major cruise liners, AIDA Cruises and Louis Cruise Line (LCL), will begin services from Kochi this year.

While Germany-based AIDA cruises will use Cochin Port as a ‘turnaround port’, Kochi will be the ‘home port’ of Cyprus-based LCL during winter.

AIDA’s first cruise vessel will arrive in Kochi on October 22 and LCL vessels will start sailing on December 1. LCL will operate three night itineraries each on the Kochi-Maldives- Kochi and Kochi-Colombo- Kochi sectors weekly.

LCL is the second international company after Star Cruises to offer cruises on Indian waters. AIDA’s vessel, which will start sailing from a foreign port, will terminate its service in Kochi and will start an itinerary with another group of passengers who will board from here. “The Cochin Port Trust has been in discussion with these companies for the last few months. Since LCL has selected Kochi as a home port, they will be based here at least six months a year. Kerala Tourism
is the main beneficiary once Kochi becomes a turnaround port or a home port.

LCL will open its office in Kochi to facilitate bookings for a cruise aboard an LCL vessel,” said Cochin Port Trust chairman N Ramachandran.

“With LCL starting to sail from Kochi inbound visitors will be persuaded to take this up as an add-on experience and will further boost the cruise industry in India,” he said.

The official launching of the operations of LCL in Kochi was held at Thiruvananthapuram on Friday.

Navy, Coast Guard personnel clean up city’s waterfronts

KOCHI: The city’s waterfronts and beaches had an “elite” cleaning force on Saturday as teams from the Navy and Coast Guard swooped down on these locales displaying the defence forces’ commitment to preserving the environment.

The entire Southern Naval Command swung into action, joining the rest of the world in the coastal cleanup drive. Vessels and personnel from the Coast Guard also joined the drive off the coast of Mahe and Lakshadweep in coordination with the Navy and educational institutions as part of observance of International Coastal Cleanup Day.

The International Coastal Cleanup Day entails one of the world’s largest volunteer efforts to help protect the oceans.

Naval volunteers cleaned up all the prominent waterfronts of the city, including the Marine Drive, Subhash Park, Fort Kochi beach, the Bolghatty Island, Cherai beach and Thevara waterfront.
Joint effort

District Collector M. Beena inaugurated the cleanup drive at Fort Kochi. Coast Guard personnel from Coast Guard District Headquarters No 4, Fort Kochi, those aboard Coast Guard ships Samar and Varuna, and members from the force’s Kochi unit joined hands with INS Dronacharya in cleaning up the Fort Kochi beach.

The debris and marine litter collected from the beach was segregated into degradable and biodegradable and removed in vehicles arranged by the Kochi Corporation.

About 500 Coast Guard and Naval personnel along with volunteers from civil organisations and school students took part in the campaign. A stunning display of helobatics (manoeuvres by helicopter) served as an added attraction.

Not to be left alone, students from the Navy Children School and the Kendriya Vidyalayas under the Navy, as well as naval families also took active part.

Skyscraper for cops

The top cops and other police officials of the city, who are forced to wade mud and slush to enter the Commissionerate during monsoon season, can heave a sigh of relief. The State Government has decided to construct a state-of-the-art multistorey police headquarters in the city.


A notice to this effect was issued recently. The new headquarters will come up where the Commissionerate now stands.

According to an official release from City Police Commissioner Manoj Abraham, the 12-storey building with central air conditioning will have a total built up area of 45,000 sq ft.

“The first three floors will be allocated to commercial establishments.

The building will have space for parking 400 vehicles.

It will house other police offices in the city too. The entry to the commercial space will be through a separate entrance while the police offices will have another entrance,” the release said.

The foundation stone for the headquarters will be laid in October this year and the work will be completed in nine months, the release added.

The city roads have become congested due to the increasing number of vehicles. Buses, lorries, cars, two wheelers and other vehicles ply on the same lane. All long distance transport buses enter the city from Edappally and ply on the busy city roads.

Despite strict monitoring by the police, private buses still violate rules. And they blame it on hectic schedules. Conductors, drivers and door checkers have neither uniforms nor identity cards. Cancellation of a driving licence in case of causing death is not being followed strictly. All suggestions in this regard remain only on paper. Renewal of heavy licences is done once in three years. After a series of accidents, zebra lines have been drawn at many places in the city. But motorists ignore them and zoom ahead without stopping for pedestrians to cross.

While tendering road repair work, local bodies can add a clause to ensure five-year minimum guarantee from the contractor.

But usually this clause is omitted and as a result roads get damaged immediately after repair work.

Currently there is no provision to impose user charges on tipper lorries and heavy vehicles. A lot of tipper lorries ply on the roads regularly and damage them.

We suggest…

* All long distance buses should be diverted to the bypass and there should be specific bus stops.

* Road widening is the only solution to ease traffic.

Take up road widening work on a war footing.

After acquiring the land for widening a report should be prepared scientifically to construct separate tracks for two-wheelers, autorickshaws and buses.

* The administration should make it mandatory for the bus crew have uniforms and ID cards.

Those violating rules should be fined on the spot.

* Licence should be cancelled immediately if a driver commit offences repeatedly in a short span of time.

* Renewal of heavy licences should be made mandatory every year after conducting stringent tests.

Fiinally,a roof takes shape

With the renovation work of the Jawaharlal Nehru International Stadium nearing completion, the state can soon host more national and international sporting events. Chennaibased Lloyd Insulations, which undertook the contract work, will hand over the renovated stadium to the Greater Cochin Development Authority (GCDA) by December first week.

“Ninety-five percent of the renovation work has been completed. The roofing work and maintenance of stands and shops at the complex are over. What remains is minor repair work and maintenance of flood lights,” said Joby George, managing partner of Godson engineering, sub-contractors of Lloyd Insulations.

“We will be handing over the stadium to the GCDA by November end or December first week,” he said.

Lloyd Insulations undertook the roofing work of the stadium almost three and half years ago for an estimated cost of Rs 10.5 crore. The work, which began two years ago, went beyond several revised schedules. November 2009 was the latest deadline set by the GCDA for the company to complete the renovation work. Sources with Lloyd Insulations said that the delay was due to the steep rise in prices of construction materials. “We signed the contract three-and-a-half years ago. But the cost of raw materials and labour charges have increased. So far we have spent almost Rs 15 crore for the renovation work,” sources added. Due to the inordinate delay, Kochi lost One- Day International Cricket matches that would have been held here under the rotation policy of the Board of Control for Cricket in India (BCCI).

GCDA chairperson M C Josephine said that before opening the stadium to the public, GCDA wants to replace the chairs to give the stadium a whole new look. “We will invite tenders for turfing work within a month.

After finishing all the work we will allot the stadium for regional, national and international sporting events.

We are hoping to complete the entire work within six months,” Josephine added.

The magic of strings

When the handsome Amjad Ali Khan entered the dais with his sarod, the state-of-the-art JT Pac auditorium was filled with thunderous applause. Before beginning the concert he explained the major difference between instrumental music and vocal. “Instrumental music has the universal language, that of human emotions, whereas vocal recital demands a deep knowledge in respective language,” Amjad Ali Khan said. “Fortunately I am here to expose myriad moods through my sarod. I am going to communicate with your souls through the strings that link the minds of the performer and the listener,” he added.

After his simple and sharp introduction he started his recital with rag kamalsree. The soulful music pouring out of his magical sarod converted the theatre, with its excellent acoustic balance, into a royal court of music. The thumree gayakee style followed by the maestro enchanted the listeners with its emotion filled ragas. The melody set to a ten-beat-rhythmic circle provided immense scope for the tabla maestro, Thonmay Bose from Kokata gharana, to add pulsating rhythmic accompaniment.

The musical notes with crystal clear ups and downs were a new experience for music buffs. With an elaboration on each note from the rag, Thonmay Bose filled the gaps left by the maestro with vivacious rhythmic waves. After the expressive recital of kamalsree, the maestro transformed into a vocalist and narrated the basic notes of a comparatively new rag, ganesh kalyan.

After talking about the tranquillising mood of the rag, he enthralled the listeners with a fast paced performance.

Bose’s entry was quite fitting and Amjad Ali provided enough space for his him to create rhythmic versions of the matchless music poured from his sarod.

Next was the serene and sensitive Hindustani rag, kaffi. “Zila kaffi, the unique version of the rag kaffi, exposes the supernatural power of sublime music and its soothing abilities,” he said. The musical genius related the basic moods of the rag set to a seven beats rhythmic pattern to that of carnatic music. While exploring the notations of the rag, his fingers moved so passionately over the glittering flat base of sarod pouring out magical waves of music. With his excellent tonal variations Bose joined the maestro presenting a wonderful performance. Recital of the rag shiva kalyan was something like the gradual blooming of a lotus. Amjad Ali also described the rag as jalsambodhini and while exposing the subtle elements of the rag he adopted a unique finger technique that created a sedative mood.

The controlled playing of tabla added to the beauty of the rag which has much resemblance to a khayal.

While concluding the maestro did a comparison of the tharana singing in Hindustani with the tailpiece in a carnatic concert popularly known as thillana.

He underscored the prominent role played by the percussionist in balancing the vibrating narrative style of tharana. He also explained the oral elaboration used in the syllables of the tharana.

In the famous rag behag, Amjad Ali Khan presented a crispy tharana with the vibrating rhythmic support from Bose. The listeners really enjoyed the novel musical experience jointly presented by two gifted musicians.

As a tribute to the multi faceted personality of Rabindranath Tagore, a poet, a philosopher and a musician, Amjad Ali concluded the two-hourlong performance with a Rabindra sangeeth. He selected a pure folk tune in rag bihu to unveil the serenity of an innocent rural atmosphere. Though that marked the end of a unique musical night, the maestro promised his audience one more performance in the near future along with his equally talented sons, Aman Ali Bangash and Ayaan Ali Bangash.

CDIA to play saviour for Corporation

The Cities Development Initiative for Asia (CDIA), a global organisation sponsored by the Asian Development Bank, has extended its support in appointing a technical consultancy for conducting feasibility studies on various development projects taken up by the Corporation.

An agreement in this regard will be signed by the organisation and the civic body this month.

“We are planning to rope in one of the leading consultancies for conducting the feasibility study. The study will focus on measures to improve the living conditions of the urban poor, to limit the negative environmental consequences of urban growth, and to make use of the city’s potential for national development,” said Balakrishnan Elangovan, Senior Programme Specialist, CDIA, India.

“Once the consultancy submits the detailed study report, based on the recommendations, CDIA will act as a mediator to attract potential investments of up to Rs 500 crore in various projects in Kochi. These projects will be based on sanitation, urban transport, waste management and other urban infrastructure,” he added.

Elangovan said that even though the initial investment target was fixed at Rs 500 cr, this would be changed according to the recommendations and suggestions made by the consultancy.

“The idea of this initiative is broader to facilitate investments,” he said.

CDIA will focus on supporting Kochi for better urban management with the help of national urban strategies, fostering sustainable development, assisting in the implementation of city development strategies, structuring and preparing investment projects and building local capacity for more effective implementation.

The initiative will also cooperate with existing networks like JNNURM and KSUDP for sharing and adopting best practices.

The CDIA is also sponsored by the Swedish International Development Co-operation Agency (SIDA), German Technical Co-operation and KFW Bank.

Children's parks are plunged in neglect

As Kochiites celebrate Children’s Day today, the children’s parks in the city remain in a neglected state owing to the lack of upkeep by concerned authorities. These parks, meant to bring cheer to the children, are in a pathetic condition making them unsafe for children.

Indira Priyadarsini Children’s Park, an exclusive park for children run by District Council for Child Welfare [DCCW] is completely neglected by the authorities. The toy train, the main attraction of the park, has been idle for the past six months. “The number of children coming to the park is very low as the train is not functioning now,” says a shopkeeper inside the park.

The condition of the toy cars and bikes is not satisfactory. Almost all the toys in use are old and lack proper maintenance. No new toys have been allotted for the past few years.

Children’s guidance cell, which had been functioning till 2007, giving counselling for children with behavioural problems, is closed.

The children now have limited options like boating, skating and musical fountain. The park has no item that functions on renewable energy.

“The park will get a facelift if any latest item that work using renewable energy is set here,” says Shivadasan, a staff in the park.

Offering a slight relief to this scene is the nearby Subhash Bose Park and the Changampuzha Park at Edappally. The regular visitors of these parks include people of all age groups from all walks of life. According to reports about two hundred and fifty children visit the Subhash Park daily.

Apart from regular joggers, about 100-150 children visit the Changampuzha Park daily and the number rises to 450 during weekends. The walkways for joggers, indoor playhouse for senior citizens and swings and slides for children make it a one-stop recreation centre for families.

The functioning of the park under the ownership of Greater Cochin Developmental Authority [GCDA] is coordinated by Changampuzha Cultural Forum.

Programmes like kavyamoola, azhchavattom, kathakali and sangeetha kacheri are organised frequently. “The drama troupe ‘Mazhavillu’ conducts workshops for children up to the age of seventeen. This has helped in spotting budding talent”, says Muraleedaran, office staff. As part of Children's Day, Nehru Bal Bahavan is organising a dance programme, he added.

However there are some factors that have escaped the attention of authorities. The park lacks a proper system for waste disposal. The waste collected is heaped in a corner. The pond is filled with filthy water and plastic waste testifies to the absence of regular cleaning. Certain rides are rusty and calls for immediate repair.

“If these minor defects are cleared the park is bound to gain more attraction,” says Gopi, a resident.

Well-maintained parks with play areas are a necessity in the city. They hold a potential to be cultural hubs rather than mere play spaces.

‘High tension’ at Aluva

Two parallel bridges having a total length of 820 metres including the approach road will be constructed from Pulinchode to Marthanda Varma Bridge providing six-lane-traffic. The cost of construction of the flyover will be around Rs 25 crore. Thirtyeight box girders will have to be erected on 40 piers. The construction of Aluva flyover, a part of four lane National

Highway from Mannuthy to Edappally, began in 2006 and was scheduled to be completed within three years on BOT basis. The contractors are allowed to levy toll for 17 years to compensate the construction and maintenance cost of the NH. The construction of the flyover was delayed in the initial stage in the absence of the state support agreement which would allow contractors to collect toll fees. The government sanctioned the agreement in December, 2007, and work started in full swing. But the construction wasdisrupted again when the request of the contractors to shift the 66 KV Kalamassery-Chalakudy HT line passing over the flyover site was not granted. The KSEB insisted on a six-metre height clearance for the HT line. At present the clearance is only 1.5 metres.

The existing towers should be strengthened and the HT line should be shifted to temporary towers after acquiring land. But the departments concerned failed to take any action in this connection.

“We have prepared the estimate for erecting new towers and got the approval for it at the department level. Private land as well as that of the Aluva municipality have to be acquired for it,’’ said Sabu, executive engineer, KSEB.

The KSEB has sent the proposal to NHAI for issuing the amount for land acquisition. But the NHAI wanted a report from the revenue department on the land value. Even after repeated requests from the PWD and the KSEB, the revenue department is yet to send the report. At present the HT line passes to the western side across the flyover site at Pulinchode and back again to the eastern side at Marthand a Varma Bridge in Aluva. The zig-zag HT line can be straightened if it is drawn from Pulinchode straight to the Marthanda Varma Bridge, experts said. The KSEB is learnt to have requested the Aluva Municipality to identify land for erecting two towers to provide mandatory clearance for HT line to cross the flyover. But the request is entangled in red tape. Sathish Chandra Reddy, project manager of KMC Constructions Ltd, the contractors of the flyover, said that 16 girders were fixed on the piers and the remaining 22 girders can

be fixed by April 10 if the obstruction of HT line is cleared immediately.

But the completion of the flyover will be further delayed if the State Government, the Aluva Municipality and the KSEB fail to take any speedy action to provide the mandatory clearance for HT line.

Corporation to prepare heritage base map for city

KOCHI: Tracking and documenting of heritage footprints of a city is no mean task.

The documentation and listing of the heritage is of significance as it is from this platform that the heritage conservation efforts are built up.

The Centre for Heritage, Environment and Development (C-HED) of the Kochi Corporation is into such a project and planning to list the remnants of history which have survived the onslaught of time.

The C-Hed of the Kochi Corporation is planning to prepare a heritage base map for the city. The base map would serve as the foundation document from which a city could assemble its major heritage conservation projects including heritage master plan, said Rajan Chedambath, director of the centre.

Such an attempt is of much value for a city like Kochi which has been “special for its heritage and pluralistic culture through its history, which is primarily based on trade and shipping activity,” according to a document prepared by the Centre in this regard.

Several cultures and nationalities have influenced the heritage of the city and left their impressions in the fields of architecture, cultural and heritage institutions and arts and crafts.

The reflections of these cultures could also be seen in the linguistic, cultural scenes and religious heritage institutions, the document said.

The executive committee of the centre has decided to complete the base map, which would plot all heritage footprints of Kochi city in a map, in six months. The project proposes to undertake a detailed survey, listing and documentation of the heritage of Cochin including natural resources and features, cultural environment and built heritage, cultural traditions and institutions, Dr. Rajan said.

The centre had earlier completed the documentation of the major heritage areas of the city including the Ernakulam central zone and Broadway. The project was completed with the support of urban planners and researchers.

Though there have been several attempts in the past to conserve and document the heritage of the city, no attempts were made to prepare a base map.

However, a heritage base map was prepared for Fort Kochi. The centre is making an attempt to fill the void in the field of heritage conservation, he said.

The hi-tech ride we missed

High time we shud kick out the corporation. Really embarrassing that Kochi people shud go 2 Trivandrum 2 enjoy the luxury trip in low floor Volvo A/C city buses

Kochi’s envy, the capital city’s pride. That’s the present status of the project to introduce hi-tech lowfloor buses in Kochi and Thiruvananthapuram simultaneously. The low-floor buses have started plying in Thiruvananthapuram, but the Kochi Corporation authorities could not start the project simply because of their lackadaisical attitude.

The Corporation authorities, including the mayor and the deputy mayor, have failed to fix any deadline for starting the project and are groping in the dark.

The new luxury fleet is part of the Urban Transport System under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Thiruvananthapuram was allotted 150 and Kochi 200 low-floor and semi-lowfloor buses under the scheme. In the earlier stages, the progress of the project was delayed due to the rift between the Kerala State Road Transport Corporation (KSRTC) and the respective Corporations over the formation of a special purpose vehicle (SPV). At a meeting convened by Transport Minister Jose Thettayil in September it was decided to run buses in both the cities from November.

The plan was to roll out eight buses in Thiruvananthapuram and seven buses in Kochi. The special purpose vehicle (SPV) was planned for running the full complement of 350 Volvo buses but for the time being the Minister entrusted the KSRTC with the responsibility of operating the service.

The first set of 15 buses was registered in the name of the managing director, KSRTC. And Volvo delivered the buses. But the Kochi Corporation authorities did not hold any discussion to fix the routes.

The Thiruvananthapuram Corporation modified the route map suggested by the KSRTC and submitted it to the latter. The permit was secured on the basis of the proposed route and the KSRTC announced the date to commence the service in Thiruvananthapuram. But the Kochi Corporation is yet to finalise routes and schedules.

Kochi Mayor Mercy Williams said that the Corporation would convene an urgent council meeting to discuss the routes and fares. “Due to the bypoll the council was not able to convene a meeting in October and this led to the delay,” she said.

Unfortunately the Mayor was unsure about the date of commencement of the bus service in Kochi.

Regarding the formation of SPV, the Mayor only said that the Corporation would hold further discussions with the KSRTC, but she was not sure when. The funds diverted for this project still remain dead money.

It is high time the civic body woke up from its slumber and acted more responsibly. The members of the Opposition too are responsible for the delay in implementing the project.


The end result - we will miss the bus, perhaps the last one which would have solved the city’s traffic woes.
