Fourth Street now closed for construction of the bridge section and steel is up to the 2nd floor at the west side already!!

I agree. No idea who owns it, but hopefully it's someone willing to do something nice with it.

Nice update Jimby. Those are the load bearing scaffolding that will hold the structural steel of the bridge. Did you notice any set up across the street?

My wonderful wife snapped this with her iPhone while I drove. I went back to take a closer shot and the tile had been removed.
