Kaohsiung Circular Light Rail Transit aims to attract 4M riders

Taiwan's southern city Kaohsiung's third rail infrastructure aims to attract four million riders

(Taiwan News)—Taiwan southern city's Kaohsiung Circular Light Rail Transit (高雄環狀輕軌) will become the metropolis third light rail line that will connect all of its different rail networks and significantly boost Metro Rapid Transit (MRT) ridership.

The Kaohsiung Circular Light Rail Transit will become the first “mobile landmark” of the city to connect its MRT, Taiwan Railway, and High Speed Rail system.

One of the aims of the new light rail transit is making the city greener, reduce traffic congestion, cut carbon footprint, and clean up air pollution by changing local citizens’ commuting habits of being highly dependent on personal scooters and cars to embracing rail transport.

Another goal of the new rail infrastructure is to stimulate local tourism and raise The Koahsiung Circular Light Rail Transit ridership to 4 million to generate an annual tourism income of NT$11.3 billion (US$372.2 million).

The tourism income estimations by the local government are based on other new tourism infrastructure constructions that will be finished shortly after the launch of the new rail line.

The Kaohsiung Circular Light Rail Transit stations will reach Kaohsiung’s Asia New Bay Area (亞洲新灣區), Kaohsiung Exhibition Center (高雄展覽館), and Kaohsiung Public Library (高雄市立圖書館).

According to the Kaohsiung City Mass Rapid Transit Company (KRMT) the light rail is constructed in two phases, and builders are close to finishing the first phase of the project, which includes eight stations. KRMT has started second phase of the light rail constructions.

The light rail line will be a tourism rail route that runs through the city center, and around other important sightseeing areas including Kaohsiung Multifunctional Commerce and Trade Park (多功能經貿園區), The Pier-2 Art Center (駁二藝術特區), and Kaohsiung Museum of Fine Arts (美術館園區).

KRMT estimates the light rail transit will be in operations after three years, and will increase Kaohsiung’s current MRT ridership by 53 percent.

It took the KMRT nine years before the city’s MRT line became profitable, so the business model of the new light rail will present a new challenge for the company.

However, KMRT officials were optimistic the light rail line ticket prices would be sufficient enough to make it profitable.

The Kaohsiung Circular Light Rail Transit will also be changing local road user habits since it will lack protective walls to prevent collisions between pedestrians, cars, scooters with the trains.

At least four traffic accidents occurred during the one-year pilot project of the light rail train because pedestrians, cars or scooters did not give way to trains.

The Kaohsiung city government hopes the new light rail line will help locals develop better road user habits and let the light transit rail pass first at cross roads and other intersections.

Kaohsiung, Sept. 10 (CNA) Passengers traveling on the light rail line of the Kaohsiung Mass Rapid Transit (KMRT) system will have to pay fares with effect from November, the KMRT Bureau said Sunday.

Travel on the light rail line, the first of its kind in Taiwan, has been free of cost since it was inaugurated in October 2015 but with the extension of the line this year and a sharp growth in the number of passengers, a fare system will be put in place, said KMRT Bureau Director Wu I-lung (吳義隆).

The line, which opened with four stops, was extended in June to the popular Pier-2 Art Center in Kaohsiung Port and now has 14 stations, Wu said.

As the service is being gradually extended, trams currently run from the C1 Lizihnei Station to C12 Dayi Pier-2 Station.

The new section will open fully on September 30 all the way to C14 Hamasen Station, and fares will be introduced in November but at a 50 percent discount for the first two months, he said.

The 8.7-kilometer waterfront light rail line is part of the Kaohsiung Circular Line that was designed to be incorporated into the KMRT system to complete the city's metro service network.

Ridership on the light rail line averages 13,000 passengers per day on work days, and nearly 20,000 on weekends and holidays, according to Shih Yao-cheng (石耀誠), chief executive of public affairs at Kaohsiung Rapid Transit Corp.

KMRT light rail to start charging

Staff writer, with CNA

The Kaohsiung Mass Rapid Transit (KMRT) system’s light rail line is to begin charging fares in November, the KMRT Bureau said yesterday.

Travel on the light rail line, the first of its kind in Taiwan, has been free since it opened in October 2015, but with the extension of the line this year a sharp increase in the number of passengers, a fare schedule will be established, bureau Director Wu Yi-long (吳義隆) said.

The line, which opened with four stops, was extended in June to the popular Pier-2 Art Center in Kaohsiung Port and has 14 stations.

Trams run from Lizihnei Station (C1) to Dayi Pier-2 Station (C12), with the section to Hamasen Station (C14) to open on Sept. 30.

Although fares are to be introduced in November, they will be half-price for the first two months, he said.

The 8.7km waterfront rail is part of the Kaohsiung Circular Line that was designed to complete the city’s metro service network.

There are about 13,000 passengers per day on work days and nearly 20,000 on weekends and holidays, Kaohsiung Rapid Transit Corp said.

In related news, the city is to open an electric car rental station on Oct. 1 as part the its electric car-sharing system, the city’s Transportation Bureau said.

The station is to be at the No. 2 exit of the KMRT’s Sizihwan Station (西子灣), the bureau said, adding that five electric cars will be available for free during the month.

The city government in May signed a contract with the electric car rental company Unicar, it said.

Over the next two years, 50 electric car rental stations are to open, offering a total of 84 vehicles at a tentative rate of NT$150 per 30 minutes, it said.

The first 10 stations are to be set up by May next year near the high-speed rail system’s Zuoying Station (左營), railway stations, MRT stations, department stores and hospitals in the city.
