Be careful about what you wish for. DRPA is the pits, they don't know what they are, and by their make up they can't get away from politics and are deeply in debt. SEPTA could use some fresh blood, but I'm not so sure about wholesale changes. Present management certainly is afraid of any forward thinking in terms of expending the network, even simple extensions to the rail system and starting a new bus route seem to take many years and endless study. But present day SEPTA is so much better then what we've had in the past that care is needed that the hard fought gains aren't lost by someone's wishful thinking. SEPTA is working on dealing with many years of next to nothing in terms of maintaining their system, and its only been in the past couple years that new sources of regular funding has opened up; now they can at least think about do we fix A or B, where before it was maybe we can patch A next year.
What I'd suggest that SEPTA needs is more support on and in the political front, more state funding for new projects and extensions.
