Infill is what I want in Miami. Not 50-story+ condo towers... those suck. It would be really nice for a human-scaled environment to develop around the downtown/Brickell area. Mid and low rise residential. Cool cities have that in their downtown area.

Agree. Based on a lot of int'l travel I've done, I think there is a quick fix to this (but most americans wouldn't like it)
Just allow freedom of street vendors (aka night market-ish activity) on your streets (for food, selling items, etc). This is a hack that gets you the street liveliness without any required development.
However, people scoff at this kind of freedom in the US - as well as over regulate it so you can have folks just open street vendor businesses.
