Not unbelievable... predictable. It's how their projects tend to run.

And, if your handle accurately reflects your location, you've got a front-row seat to an 'unbelievable' Fortress development of your own: SkyCity. I'm interested to check back in 2027 & see how SkyCity's doing.

In streetview on google maps the site looks basically identical in Jun 2017 as it did in May 2013 (albeit the hole wasn't dug at that point). Unfortunately photos from before 2013 aren't really up on this thread since photobucket stopped their free image hosting during that period.

There is also an old hotel to be demolished in Winnipeg by Fortress. So far they've stripped the interior (not sure to what extent) and put plywood on the windows. Typical demo type stuff. Since the building is still standing and has been in the same state for some time, that's a positive sign IMO. Well, positive depending on how you look at it.

Regina mayor Michael Fougere says he is planning on speaking with the province about legislation that would give the city more power to hurry a project along or terminate it, even if the delays at the downtown Capital Pointe site are unusual.

"We've learned that we need new tools in the toolbox to help us spur this along," he said Monday on CBC Radio's The Morning Edition.

"We'll be talking to the province about legislative changes to ensure that when we have a proposal come forward like this, they actually will build it."

Earlier this month, the city said it would take legal action to have the gaping hole on the corner of Albert Street and Victoria Avenue filled if the property owner, Fortress Real Developments, did not have a plan in place to resume construction by the end of March.

Fougere reiterated that statement. He said the city's patience is running out.

"We understand economic conditions can change but this has been lagging behind and it's a bit of an eyesore that's there," he said.
'Not the shining example of development'

Fougere said that while the property owner has a right to develop the land, that right should be preserved within reason.

"It's not the shining example of development. I really think that if you listen to what other members of council have said and what I've said, there's a lot of frustration here."
Fortress Real Developments says the project is 'winterized' at the moment. (CBC News)

In a statement made March 15, Regina's director of development services Louise Folk confirmed the property has around $50,000 in unpaid taxes from 2017. She said a lien would be placed against the property if the taxes aren't paid.

We've got at least a few rounds of lawsuits coming I would expect. I don't know, given the current legislation, what the city can actually do. I'm thinking tax sale, which would drag out and Fortress would probably pay the bill on the last day and we'd be set for another round of let's not pay our bills.

As Drofmab said, this isn't going anywhere soon.

Sure, more legislative tools for cities would generally be a nice thing... but this is scapegoating by the Mayor. This problem has been the City's to solve all along... shifting the blame to the Prov is slight-of-hand.

The Cities Act provides the City of Regina with plenty of options to push a project along.
  • increased 'cost-recovery' permit renewal fees (a grade 12 student could construct a reasonable argument that the City's costs can & should increase the longer a project takes to complete);
  • fines of up to $25,000 for non-compliance with Bylaws;
  • daily fines with no limit for continuing non-compliance with Bylaws;
  • over & above fines, the Act allows the imposition of penalties
Has the City/Council tried to use the tools available to them? No, not really. Mainly a lot of words & hand-wringing, but no action... the lack of political will (especially over the past 3-4years) has been galling.

Time, effort & willpower is all that's needed.

Let's be generous & say the City/Council had no idea the project was going off the rails until 2015... that's still 3 years to design a the necessary bylaws, and associated system of fees, fines & penalties. Instead, the City/Council has been sitting on their hands crying about the inability to do anything.

And don't just design them to nail Capital Pointe (that's a sure way to get them shot down in court), design them to prod any development along. Don't make this system punitive until things get out of hand. Have the fees, fines & penalties escalate very gradually - we don't want to kill a needed new development, or scare off potential developers.

The city's Daily Road Report says:"Albert Street – Victoria Avenue to 12th Avenue – Northbound Restricted for Building Work – Starting Tuesday, March 27 for one day" I'm guessing this has something to do with Capital Pointe.

Since Hilton Garden Inn was supposed to be apart of the property, I wonder if they could just take ahold of the full property, build a standalone hotel and use some of the underground for hotel and some for public parking?

We need a new hotel built downtown!!!

Also maybe the property would be a good site for an ALT Hotel. Close to ammenities (Bregg Drycleaners, Safeway on 13th Ave).

Ugh, no please. Have you seen their standalone structures? No more suburbia downtown. At least within a multi-use building that kind of ugly design could be toned down a little.
