Stirling Hammond Lifestyle Center- Northshore/Hammond

HAMMOND — The 30-year-old Hammond Square Mall will be bulldozed and rebuilt during the next two years as an outdoor lifestyle retail center twice the size of the current mall, Stirling Properties Chairman Jimmy Maurin announced Wednesday.

The long-awaited plans for the estimated $100 million redevelopment of Hammond Square were announced at the Hammond Chamber of Commerce’s annual business exposition Wednesday at Southeastern Louisiana University.

Although the mall will change, its anchors — Sears, Dillard’s and Rite-Aid — will remain, Maurin said. Dillard’s will gut its 70,000-square-foot store and expand it by 26,000 square feet, Maurin said.

Target, Home Depot and JC Penney have signed letters of intent to locate at the new retail center, Maurin said. Other retailers and restaurants that have expressed an interest include Old Navy, Outback Steakhouse, Ruby Tuesdays and Starbucks, he said.

Hammond Square will have a main street in the center and shops built around it. Unlike Perkins Rowe, which is a mixed-use development, Hammond Square will remain solely retail, Maurin said.

Stirling Properties will take the 50-acre mall and combine it with the 50 acres next to the mall owned by some Stirling partners to provide 868,000 square feet of retail space off Interstate 12 in Hammond, he said.

Parts of the mall will shut their doors in April for demolition. Only the anchors — Sears, Dillard’s and Rite-Aid — will remain open during the construction phase, he said.

Sections of the new retail development are expected to open starting in mid-2008, he said.

Luxury condos proposed in CBD

17-story tower requires razing 2 buildings

A developer has proposed demolishing two small buildings near the corner of Julia and Carondelet streets in downtown New Orleans to make way for a 17-story condominium tower.

The $70 million project, Riverview at Julia, would include 98 condominiums on 11 floors. The first floor would be devoted to restaurant and retail space. The sixth floor would be converted into 500 square feet of office space available for purchase by residents only. Another floor would house a full-service spa, an indoor/outdoor pool and meeting space.

The old Sara Mayo Hospital on Jackson Avenue near St. Thomas Street will become 78 condominiums as Dallas-based Today Realty Advisors Inc. invests $25 million into the conversion of the 135,000-square-foot abandoned property.

The hospital complex will be converted into the Oak Tree condominium complex, which should be complete in about 18 months.

Realtor Isabel Reynolds thinks the conversion can accelerate commercial and residential development in a part of town that sorely needs an economic shot in the arm. The razing of the nearby St. Thomas housing complex and the reconstruction of the site into a multifamily, mixed-income neighborhood has opened up development potential along the river-end stretch of Jackson.

She added that at a cost of $250 to $300 per square foot, the Sara Mayo project undercuts more recent deals that begin in the $350 to $500 range. The average 1,200-square-foot condo at Sara Mayo will cost about $300,000. Since the demise of the St. Thomas housing complex, a flurry of home renovations are being undertaken in the Irish Channel area, and that trend is pushing up home values in the area, Reynolds said.

Today Realty is wholly owned by Eric Brauss, who has 35 years of experience in real estate development and management. Brauss, originally from Windsor, Ontario, also operates a sister company, Today Management Inc., also in Windsor.

Since 1990, Today Realty and its affiliates have developed nearly $2 billion in real estate projects, creating a portfolio of retail, office, and residential projects.

A developer wanting to replace a worn, half-century-old shopping center on Jefferson Highway with what could become one of the largest high-rise housing complexes in Jefferson Parish said Wednesday the project will be designed by a prominent New York architect who serves as master planner for rebuilding the World Trade Center site.

Developer Jim St. Raymond said architect Daniel Libeskind, a key figure in redeveloping the epicenter of the Sept. 11 terrorist attacks, is working on his plans for the Jefferson Plaza Shopping Center in the 2600 and 2700 blocks of Jefferson Highway, near Ochsner Medical Center. Libeskind's New York studio did not return messages for comment Wednesday.

St. Raymond recently purchased the 11-acre property from the family that owned the shopping center since the 1970s. He envisions two high-rises of 20 to 30 stories, one specifically for senior citizens that would include health care services, and the other containing traditional condominiums.

Specifics of design and financing are not complete, but St. Raymond said the complex will be built with the threat of hurricanes in mind, featuring a backup power system, backup water supply, hurricane-resistant windows and housing units elevated several stories atop parking garages, with views over the Mississippi River levee.

"In this new era, that's what you need," St. Raymond said of post-Hurricane Katrina conditions. "The goal is to get up over the levee, provide people security."

St. Raymond said businesses renting space in the shopping center, which include a Frostop restaurant, furniture store and thrift store, will have until February to relocate. After that, he plans to raze the strip mall that dates to the late 1940s. He said he hopes to start construction by April.

He is beginning the regulatory process, asking Jefferson Parish to combine seven lots and two pieces of streets on the parcel into one large lot. That request goes before the parish's Planning Advisory Board next week.

"He is looking to assemble all of the properties that he owns into one lot of record," said Bruce Richards, planning director for NY Associates, an architecture and engineering firm working for St. Raymond.

The land's existing designation for general commercial use allows high-rise housing, so St. Raymond does not have to seek a rezoning, said parish Planning Director Ed Durabb. Durabb said the project could be one of the first governed by a new set of high-rise building rules that the Jefferson Parish Council approved in July, partly in anticipation of more residential towers.

St. Raymond and the parish are studying the project's impact on utilities and traffic. He wants to close part of Maine Street, which runs from Jefferson Highway through the shopping center parking lot and then through a row of houses leading to River Road.

The row of houses would get a cul-de-sac, which St. Raymond said would relieve traffic congestion for the residents by cutting off Maine as a shortcut that drivers take from River Road to Jefferson Highway on their way to nearby Causeway Boulevard. The project would also remove a streetlight at Jefferson and Maine, which he says will smooth out traffic on Jefferson.

While details are still to be worked out, St. Raymond said each building might hold at least 200 units, the smallest priced at about $225,000.

Rebuildng plans for the Milan neighborhood include a proposed joint fire and police department with an adjacent playground. The plans are a result of an effort between citizens of Milan and Byron J. Stewart & Associates

$58M Westwego gated community closer to reality

WESTWEGO - Developers won parish council rezoning approval today for a $58-million project involving nearly 300 townhomes and commercial space in Westwego. Coastal States Development, a Tampa, Fla.-based real estate development company that opened a New Orleans office after Hurricane Katrina, wants to build the "upscale development" south of the West Bank Expressway on 58 acres across from the Alario Center on Bayou Segnette Drive.

Highlights of the development-the project will be gated with 280 "luxury, high-end townhomes",will sit above garages and the buildings will be built to "sustain natural disasters", each building to have its own look so that they do not look the same. Units will have balconies.

An estimated 226,000 square feet of commercial is planned, including a home improvement store such as Lowe's or Home Depot . The commercial space will be located adjacent to a planned WalMart Supercenter project on West Bank Expressway.

Just to let everyone know, Trump Tower has been redesigned a bit. There are no longer balconies in every unit and the glass has been changed to that of the Tower in Chicago it seems. Looks to be a spire as well. The new design is on the website. http://www.trumptowerneworleans.com/

Thanks, impressive changes to the design. I like the addition of the "spire" to the CBD skyline!

L.I.F.T. Productions Film Studio

The big screen returns to the Big Easy

The Louisiana film industry received a big boost Thursday from Lift Productions, the state’s largest film and television production company. Construction on the new state of the art facility is not scheduled to be completed until the end of 2007 or the beginning of 2008.



The company broke ground on a $180 million cutting edge art film studio in the heart of the city.

some facts:
The L.I.F.T. Productions Studio will provide jobs for as many as 4,000 New Orleanians.

The 9 block long 300,000 square foot facility will be built adjacent to the Lafitte housing development, which is slated for demolition.

The studio will also provide New Orleans residents with training for the industry. The facility is being called a film factory: a world class production studio, distribution house and a film vocational school to train Louisiana students.

Lift Productions is a Louisiana based company, which has produced 30 motion pictures and television movies.

Lift Productions has produced and financed films for Sony Pictures Entertainment, Lionsgate and Element films
