Problems at the Ritz:

A court battle over the Ritz-Carlton Residences on Michigan Avenue is preventing residents from moving into the nearly finished luxury high-rise and disrupting plans by retailers Tommy Bahama and Loft from opening stores there.

This article is over two months old. Recent articles point these problems as resolved. Residents have already begun moving in, and Tommy Bahama is moving along.

^Work what stuff out? Did you read the article? The previous owner of the land wrote its contract so that its punchlist on new office space had to be satisfied before any of the condo purchasers could close. From their point of view, they did work it out before construction began.
