A six-week technical operation, aimed at updating the Census Bureau's address book is, in fact, wrapping up in Texas. Armed with hand-held computers, 140,000 people nationally and 200 to 250 in Bexar County have been on the job, with little or no contact with the public.

Their work prepares the bureau for mailing out a 10-point questionnaire next year that promises to take 10 minutes but will have 10 years' worth of impact as data is processed, studied and extracted to help government, business, hospitals, schools and others plan for the future.

Federal funds are apportioned based on population. Not counting every resident in every house, apartment complex, gated community, military base, ranch, nursing home, prison and other residencies impacts funding.
