it means that gentrification seems to be in full force, with significant developments. as i understand center city has always been in good shape, though all of these construction projects seem to expand this central area. for some reason i thought that philadelphia might have been perceived as this pass by city, between ny and dc, with significant decay and other urban problems; but with comcast center, a top university, density, history, etc...its like a renaissance.

I can not tell if you are being sarcastic or serious. I will say that at this point gentrification is not a problem in Philadelphia. Still plenty of nice neighborhoods that are very affordable. Hell, even Center City is very affordable.
