The feuding parties in charge of the snail-paced rebuilding of the World Trade Center came together Tuesday during a rally - then continued to blame each other for delays.
Developer Larry Silverstein and Port Authority chief Christopher Ward shared a stage outside Ground Zero as workers and politicians chanted "Build It Now!" and urged them to reach an agreement, and both men spoke after the rally.
"We have shown time and again we are ready," Silverstein said inside 7 WTC, the only tower destroyed in the Sept. 11 attacks to be replaced. "It's time to bring this thing to a conclusion."
Ward said his agency is equally dedicated to rebuilding but that Silverstein, who leases the site from the PA, lacks financing and potential tenants for two planned skyscrapers.
"You don't build empty buildings as monuments," he said.
The two sides have been negotiating for about a year, casting doubts over the future of Tower 2 and Tower 3.
"It's a disgrace that nine years after the attacks we are still looking at a hole in the ground," Council Speaker Christine Quinn told demonstrators, echoing other officials.
"The site is not a disgrace," Ward countered. "Yes, it took a long time to get started, but it's being built now."
Two towers and the 9/11 memorial are under construction at the 16-acre site, which has been plagued by false starts, design changes and other holdups.
Protesters demanded that full-on construction kick off immediately, partly to provide some 10,000 union jobs.
Both sides vowed to continue talks and expressed hope the dispute - which Mayor Bloomberg later characterized as "foolishness" - can be resolved.
In another case of friction, the FDNY and Port Authority have been butting heads around the site, it was revealed Tuesday.
"The Port Authority can be territorial when it comes to their property," a source said. "Considering what happened to firefighters there, that can rub people the wrong way."
Some firefighters were denied entry to the site Monday after a hardhat was injured in a construction mishap. Fire officials called the incident a "misunderstanding."
