台北港 打造汽車進出口重鎮

國內最大汽車物流業者東立物流公司,斥資逾4億元在台北港(北縣八里)設立自由貿易港區事業獲准,國內汽車製造廠及汽車零組件廠每年逾300億元的進出口業務,紛移轉到至台北港。待台北港貨櫃碼頭完成後,可望取代基隆港,成為國內最大汽車產業進出口岸。
東立台北港自由貿易港區事業昨(6)日掛牌營運,中華汽車成為首家享受汽車零組件轉口免稅車廠,包括福特六和汽車、和泰汽車、裕隆汽車、三陽工業等國內一線車廠將陸續跟進近駐。

在「自由貿易港區設置管理條例」通過後,東立公司看準台北港靠近國內汽車製造廠(絕大多數汽車製造廠家位在桃園、新竹一帶),以及交通便捷的優勢,投資4億元在台北港區設立「汽車物流中心」提供進口車倉儲、新車整備與中轉等業務。東立並在10月剛獲准成為「自由貿易港區事業」,提供客戶汽車及零組件轉口免稅服務。

另外,東立公司同集團的山立運輸公司,承攬國內絕大多數汽車製造廠與進口車商物流業務,東立台北港自由貿易港區事業將吸引對整車、零組件進出口轉往台北港進出。

中華汽車成為首家享受東立台北港自由貿易港區便捷的客戶,獲進口汽車零組件轉出口免稅賦優惠,對近年來整車、零組件出口量高居全國第一的中華汽車來說,將更進一步提升外銷競爭力。中華車去年出口金額達158億元。

中華汽車評估,由於近八成的協力廠商位在北部,加上基隆港區腹地有限,所以把外銷零件捆包業務移轉到台北港。

中華車副總經理鍾錫源說,等待台北港貨櫃碼頭興建完成後,進一步節省內陸運輸時間,提高出口效率。

裕隆公司指出,雖然裕隆三義廠比較靠近台中港,不過因為台中港國際汽車船航班較少,無法滿足需求,也將改到台北港上岸。

另外,福特六和以往的進口車從基隆港上岸,再運送到中壢廠區內整備,然後再配送至全台經銷商,物流成本負擔偏高;改走台北港後,可就近租用東立場地完成新車整備後,再透過山立運輸配送全台經銷點,物流成本大幅下降。

和泰汽車同樣表示,考慮把原本在基隆港的進口車與零組件上岸點轉移到台北港。

ICRT, listeners ponder much reduced future

BATTLE OF THE AIRWAVES: The realignment of radio frequencies means that many in the country, Taiwanese and foreigners alike, will no longer be able to hear an old friend

International Community Radio Taipei (ICRT) seems to be struggling to survive as the only English-language radio station in this country as the Government Information Office (GIO) rearranges the distribution of radio frequencies.

The GIO is asking the station to either downgrade to a "medium power" broadcaster -- but keep the same frequency -- or relocate to a higher frequency to maintain its full-coverage as a "high power" broadcaster.

According to a source at the station, who wished to remain anonymous, during the Martial Law era, ICRT, the Broadcasting Corp of China (BCC) and the Police Radio Service were the three major "high power" broadcasters" that were used to resist the interference in Taiwan's radio communications from the Chinese government.

"We were actually helping the government back in that era," the source said.

Just a few days ago, the source said, the GIO issued an official notice to the station, telling it that ICRT would be downgraded from a "high power" broadcaster to a "medium power" broadcaster because its current frequency -- FM 100.7 -- had been re-designated for "medium power" broadcasters.

The source would not confirm just when the shift was scheduled to take place.

ICRT has three transmitters, located on Yangmingshan in Taipei, Leshan (樂山) in Miaoli County and Chishan (旗山) in Kaohsiung. Each transmitter covers an area within a 60km radius.

With the three transmitters, ICRT can reach most of the west coast, from north to south.

However, according to the GIO notice, once the station becomes a "medium power" broadcaster, the coverage for each transmitter will drop to a radius of 20km.

ICRT hopes to retain its current broadcasting area, but the two options offered by the GIO would cost too much money, the source said.

"If ICRT becomes a `medium power' station, we will need another six to 10 transmitters to maintain a full coverage of the west coast," the source said.

In the meantime, the GIO has offered ICRT another alternative -- to move from the FM 100.7 frequency to something in the range beyond FM 104, which has been designated for "high power" broadcasters.

"As for the GIO's [alternative] proposal, we might need to upgrade our equipment and spend a lot of money on promotion [of the new frequency]," the source said. "That is not something we are capable of at this moment."

If ICRT becomes a "medium power" station, listeners in several of its major markets, including Hsinchu and Tainan, would no longer be able to pick up the station.

"Once we say farewell to them, they will not be able to receive instant news in English and students will lose their opportunity to sharpen their English comprehension ability, too," the source said.

When asked for comments, GIO officials said they did not want to make ICRT change, either, but they have to do what they have to do.

"This is a complicated situation. We cherish the value of ICRT's existence as the only English-language radio station. We also recognize its contribution to local foreign communities," said a senior GIO official who wished to remain anonymous.

"We hope this situation will work out all right in the near future, but now it seems to be at a dead end," the GIO official said.

"The reshuffle of the radio frequencies is required by law and needs to be carried out," the official said.

The American Institute in Taiwan (AIT) has expressed its concern about the station's loss of coverage and sent several staff members to visit the station a few weeks ago.

"We believe that ICRT provides a very important service for Taiwan's expat community," said Dana Shell Smith, AIT's spokeswoman.

Organizations such as the Community Service Center, the American Chamber of Commerce in Taipei and the European Chamber of Commerce in Taipei have been lobbying the government to keep ICRT at its existing bandwidth so that it can reach the largest number of listeners, arguing the station provides a vital public safety service.

"If they [foreign listeners] cannot hear us, they will not be able to hear information about major natural disasters, such as earthquakes," the station source said.

ICRT was officially established on April 16, 1979.

It took over the radio station that had been established by the US military, the Armed Forces Network Taiwan (AFNT), for US troops based in Taiwan, with both an FM and an AM channel, in a later time during the 90s.

The AM channel -- AM 576 -- was targeted at younger listeners, with 24-hour pop music and DJ shows.

The station was forced to close the AM channel in 1993 due to financial difficulties and the AM DJs were either given slots on the FM channel or dismissed.

With the end of the Martial Law era and the opening up of more bandwiths to private radio stations, ICRT faced increasing competition for the youth market and it has struggled over the years to keep its identity while appealing to a broader audience.

In the 1990s, DJs were told that only two Mandarin-language songs could be played in an hour. But over the years the amount of Chinese-language music and Chinese language has been increased.

When new management took over last year, ICRT was given the mandate to become more "localized." As a result, more conversation in Mandarin and other Chinese-language music was heard -- including Hakka -- during ICRT's regular programming.

This major shift of the station's programs sparked intense discussions on the Internet and within the foreign community about the future of ICRT.

Now the station faces an even bigger challenge.

Trouble with names

The Internet search engine giant Google has recently come under fire for using "Taiwan, Province of China" in its designation for our country on satellite mapping and other popular functions.
While we usually disagree with the government of President Chen Shui-bian over its stances on national identity, this time the government was right to make a stand and demand the "Province of China" designation be removed.

As a matter of fact, this strange designation appears on many Web sites, apparently having been copied from drop-down lists posted by major international organizations such as the United Nations.

It is our hope that Google and other Internet firms have innocently copied these drop-down lists, committing a mere oversight that can be corrected quickly.

It would be sad to see major Internet companies getting dragged down into the nasty conflict over Taiwan's status, and this could also have negative effects on our own domestic software and information technology industry.

While we would prefer to see our national title, the Republic of China, appear alongside "Taiwan" on these lists, we would be satisfied if Google and other firms just used "Taiwan" without any more undignified qualifiers behind it.

Don't forget Taiwan

On Friday, representatives and experts from 80 countries and international health organizations gathered in Washington D.C. for a two-day conference aimed at working out a common strategy for battling a widely expected outbreak of avian flu virus. The conference was organized by the U.S. government amid widespread fears of the deadly H5N1 virus mutating and spreading rapidly, which could potentially result in the deaths of millions of people around the world.
The U.S.-led effort to coordinate a response before disaster strikes is a very wise idea that should be commended by all nations.

The motivation to coordinate strategies and pool resources is based on the terrifying experience of 2002 and 2003, when Severe Acute Respiratory Syndrome (SARS) spread from southern China to the Asian region and as far away as Canada, killing some 800 people and infecting at least 8,000 more.

With more than 60 deaths already blamed on the spread of H5N1, there is certainly no time to lose in preparing for what seems to be an inevitable worldwide battle against an invisible and largely unknown enemy.

While we are glad to see substantial action being taken to cope with this potential threat to world health, we would also like to remind the international community that Taiwan's lack of participation in international health organizations poses a threat to the success of this coordination effort.

As many local residents still remember, the World Health Organization, a body operated under the United Nations, was unable and unwilling to provide assistance to our government during the SARS crisis.

This was entirely due to obstinate objections from the government of mainland China, which claims Taiwan as a part of its territory and refuses to allow our government to participate in any U.N.-affiliated organization.

We are grateful to the U.S. government's Centers for Disease Control, which provided substantial assistance and coordination that helped us get the situation under control during those frightening months.

Now that the world is trying to learn from the lessons of the SARS crisis, we hope that the WHO and other international health organizations will see the urgent need for Taiwan to be brought into the loop. If the WHO and other organizations fail to change this mistaken policy, we will see Taiwan become a weak link in the chain of international control and our citizens will inevitably suffer.

We think that no matter what kinds of claims Beijing thinks it has over our territory and population, there is absolutely no justification for political disputes to directly harm the public health of the Taiwan people.

We also hope the government of mainland China, as well as Vietnam, Myanmar (Burma) and other authoritarian states, will heed the advice given at the conference by Kent Hill, Assistant Administrator for Global Health at the U.S. Agency for International Development.

According to news media dispatches from the conference, Hill reminded the international community of the importance of being honest and forthcoming about public health crises.

This was an obvious reference to mainland China's failed efforts to cover up the SARS crisis when it first broke out in Guangdong province.

While we know that Beijing still exerts overwhelming control over the free flow of information within mainland China's borders, we are optimistic that Beijing will be more forthcoming about any outbreaks to avoid a repeat of the dangerous situation of a few years ago.

Beijing's dishonesty about SARS had a cost in human lives that went far beyond mainland China's borders, and this should never be allowed to happen again.

爭取瀋陽艦 基隆高雄台南角力戰

爭取除役後的瀋陽艦,許多地方政府都有濃厚興趣,其中以基隆、高雄兩市最為積極,基隆市政府認養計畫草案已告完成,即將送審,高雄前代市長陳其邁也曾向海軍表達,已規畫出停泊高雄港13至15號碼頭,每年編列預算支應也不是問題。

後期陽字號軍艦完全隸屬131艦隊,基地在基隆港軍區,和雨都有地緣感情,基隆民眾多盼望留住瀋陽號。市長許財利早已宣示全力爭取決心,多次召集海洋局、兵役局、觀光局、教育局、財政局等等各相關單位開會研商對策。

據悉,基隆市政府老量日後維修、管理、參觀的方便性,希望採韓國仁川市模式,即安置在陸地,但適當的地點難覓,一旦爭取成功後將爭取議會的共識與支持,也不排除採BOT方式委外經營。

高雄市除前代市長已積極向海軍表達意願外,海洋局已積極沿已計畫方案,副局長陳朝興表示,不僅希望在高雄港籌設軍艦博物館,並配合海運、漁業優勢,闢建具國際格局的觀光景點。市議員童燕珍也敦促市府積極爭取,並以美國661驅逐艦為例,已成為路易斯安那州的觀光勝地,從外觀維護到內部擺設,以及相關旗幟、服裝、歷史資料等,都保存民眾對歷史的記憶,顯示美國對於歷史文化的重視。

台南市爭取到陽字號也有高度意願,不過,目標已暫放在已經除役的暫停高雄旗津港的「德陽艦」,準備在安平港國家歷史風景區成立軍艦博物館。市府建設局課長張福平說,台南市規畫中的軍艦博物館位於一級古蹟億載金城與造船廠之間的土地,面積足以供德陽艦停泊及建立展示館,成為安平港國家歷史風景區的一個景點。

全台最長健康專用道 南科自行車道啟用

南科自行車步道啟用,2000名大小騎士繞行南科園區,場面壯觀。

全長20公里的台南科學園區環區自行車專用道、人行步道昨天啟用,2000名騎士騎過西拉雅大道慶祝。縣長蘇煥智說,數百公頃南科新市鎮、液晶專區都有自行車步道,明年開放,園區員工將達成騎腳踏車上班夢想,這是全台第一個也是最長的都市計劃區自行車步道。南科管理局放置100輛愛心腳踏車,供大家參觀園區使用。
蘇煥智和科管局長戴謙昨天帶領園區廠商,簽署工安環保宣言,接著主持自行車步道啟用,與立委黃偉哲、南科廠商聯誼會長陳麗芬等廠商代表、2000民眾騎車沿著西拉雅大道緀南科園區道爺湖、迎曦湖、滯洪池等景點,前後半小時約騎了8公里。

戴謙說,園區有安全健康的「兩輪及兩腳專用道」,供園區員工及民眾使用,興南客運月初開始每天行駛26班次、3條線路駛入南科,可有效減少園區自小客車數量及二氧化碳排放量,100輛自行車放在園區重要地點停車架,方便民眾使用。

蘇煥智說,南科園區自行車專用道是全台第一個,也是最長專用道,代表南科打造健康優質環境,讓園區員工鍛鍊好身體,在工作崗位更能發揮。

蘇煥智宣布,日前動土的南科新市鎮開發案,預定明年8月完工,規劃完善自行車專用道,屆時住戶可騎車到南科上班,液晶電視專區也規劃全區自行車專用道及人行步道,並將種10萬棵樹,重現古代新港社森林區,環境將更優美。交通部也宣布在西拉雅大道到南科新市鎮間設立火車站,未來也可搭火車再騎腳踏車上班。

日本郵輪首航澎湖 地方各界反映良好

〈中央社記者許耀彬澎湖縣九日電〉日本籍二萬噸級郵輪—「 NIPPON MARU 」 首航澎湖馬公,並載運三百位日籍遊客到澎湖觀光。對於日本商船三井客船公司將澎湖納為郵輪航程與觀光據點,澎湖地方各界均表示肯定與歡迎。

二萬噸級郵輪—「NIPPON MARU」 今天載遊客到澎湖觀光遊覽,雖然上午因為水位和海象因素讓郵輪提前半小時進港,讓整個迎接儀式有些紊亂,加上這艘已有十四年船齡的「NIPPON MARU」 郵輪長一百六十六公尺,馬公港泊靠碼頭長度不足,因此在泊靠過程尾舷繫纜作業略嫌不便,其餘都還算順暢。

高雄港務局總工程司郭石盾表示,這次二萬一千餘噸的「NIPPON MARU」 郵輪可以順利進港泊岸,已表示未來相當噸位的郵輪必然也能泊靠,至於今天因為澎湖強勁東北風和海象影響,領航員從小船上大船的過程和安全性是未來必要考量的事。而郵輪泊岸與離岸作業攸關風勢,這次明顯發現澎湖馬公港冬季在泊靠時可以頂著風泊靠,比其他港口優異。至於,碼頭長度問題,未來只要加設陸地平台或設纜船,即可便利拋纜。

澎湖縣旅遊局長洪棟霖則指出,「NIPPON MARU 」郵輪,全長一六六‧六公尺,最大載客量可達五三二位乘客,吃水深度六‧六米,全幅長二十四公尺。目前另一艘麗星郵輪也和縣府保持緊密聯繫,最快可望在明年初即可進一步接觸相關的細節,縣府將全力協助。馬公市長王乾發則表示,他個人也認為有了國際海上旅遊動線,澎湖與國際接軌的速度將加快許多,未來也可成為雙向互動往來,將促進地方發展。

對於日本商船三井公司這次將澎湖納入其原航線中的台灣一週行程,立委林炳坤指出,這艘日籍郵輪可以順利進出馬公港,在腹地、設施、吞吐量和動線規劃上如果加強,未來爭取澎湖成為兩岸中繼站也必然可行。

澎湖縣議長劉陳昭玲相當肯定,同時也希望將來有其他郵輪能夠開闢澎湖行程。民進黨澎湖縣黨部主委陳光復則認為,他有安排琉球包機實際經驗,因此,認為澎湖的觀光軟硬體還要加強,但還是很歡迎。

工研院南下扎根 南分院十年有成

工研院南分院(六甲院區)本周五(14日)開幕,將成為南部基礎研發的重鎮,工研院把發展主軸定位為「數位生活」「健康安全」與「綠色未來」的,將肩負協助南部產業轉型升級,開創新興科技產業發展的重任。
工研院董事會在民國84年通過籌設南分院,歷時10年努力,終於開花結果。陳水扁總統14日將出席開幕典禮,見證研發南下扎根的搖籃。

工研院南部院區行政服務組組長廖俊茂參與這項計畫長達10年。他說,六甲院區規劃為開放、參與、交流、沒有圍牆的科技園地,是與自然生態融合的研發重鎮。

工研院協理兼南分院執行長蔡新源說:「六甲院區將是南台灣最大的飛彈研究基地,與新竹院區定位為州際飛彈的研發基地有所區別。」

六甲院區規劃可容納1,500人的研究環境,第一期工程有容納500人的研究大樓、員工餐廳和宿舍院區,全數以綠建築、生態工法進行,並將最新科技整合應用在院區。

最具特色的地方,六甲院區配合原有地形地貌,設置了竹炭窯和有機溫室,且近三分之二院區規劃為無汙染生態公園,只准人和電動車進入,工研院希望成為未來展示的最佳院區。

另外,規劃的「科技應用屋」,是工研院研發產品的展示場及測試室。展示燃料電池、高效率空調、光觸媒空氣清淨機、省水設備、LED照明、隔熱透光窗簾、竹炭塗料、奈米沙發等研發技術或產品。

蔡新源指出,未來還將設置「智慧生活社區」,結合各式感測器開關網路科技,及屋外設有紅外線與數位攝影等設備,只要透過遙控器就可操作室內燈光、電動窗簾、溫溼度、音樂、電視選擇與播放等。他說:「科幻電影中出現人與房子互動的情境,未來將在六甲院區實現。」

工研院86年斥資1億多元買下台南六甲鄉烏山頭水庫旁47頃土地,經過環境影響評估等相關作業,一直到91年才取得雜項執照,同年7月動工興建。

水湳機場將建大型會展中心

中部精密機械廠商長期為展覽場地不足所苦,台中市長胡志強昨(7)日宣布,將在水湳機場闢建一座擁有3,000個展覽攤位的大型國際會展中心,現已展開國際競圖,預計明年可以動工。
胡志強表示,這座國際會展中心將參考台北世貿中心規模,預計投入30億至50億元開發經費,可提供精密機械業及中科園區廠商舉辦大型國際展覽活動。另外,市府也規劃在精密機械園區內,興建一座擁有2,000個攤位的會展中心,預計明年動工。

台中世貿中心展場不足,長期被廠商詬病,市府決積極推動會展中心。目前,七期國際會展中心BOT開發案,預計97年啟用,最多可容納1,000個攤位;將來連同水湳機場及精密機械園區兩座會展中心,合計攤位數超過6,000個。

水湳機場遷移清泉崗之後,現址用地約190公頃,成為台中市最熱門的處女地,市府現正辦理國際競圖,其中80公頃將開闢為城市公園、80公頃規劃大學城,另有30公頃,經建會要求朝國際經貿園區發展。

胡志強指出,國際經貿園區未來除辦公大樓、百貨商場之外,最重要的就是興建大型國際會展中心,台灣區機器公會曾作過廠商調查,也建議在台中興建國際會展中心,以解決中部精密機械廠商長途跋涉前往台北參展的困擾。

站區開發 中外廠商搶進

高鐵延後一年通車,歐洲房地產開發商、日本金融業者與台灣業者仍看好通車後新社區商機,搶先向台灣高鐵公司表達投資開發意願,其中桃園、新竹兩座高鐵站區附屬事業用地,可望於通車前完成開發規劃。

台灣高鐵公司董事長殷琪日前表示,外商了解鐵路建設有關的土地開發,以及開發經營所引發的商機,已表達參與開發高鐵站區的意願,由於站區開發並非高鐵公司的專業,未來將以設定地上權方式供廠商投資。

殷琪說,高鐵五座站區各有其特性,開發方式將有所區隔,例如桃園站鄰近國際機場,未來台北的會展中心也要遷移來此,作為交通轉運與會展中心。新竹站已定位為生物醫學園區,相關產業將會陸續進駐,這兩座站區市場已趨成熟,外商的投資興趣最高。

她指出,過去高鐵公司預期站區開發行為應該是在高鐵通車後才展開,沒想到高鐵還沒通車,就有英國從事實際開發行為的廠商、日本金融業者與台灣各類型廠商,表明投資開發意願,雖然站區開發不是高鐵公司的專業,但為建立一個型態出來,高鐵公司將於新竹站區第一期開發過程中扮演一定的角色。

殷琪表示,高鐵公司在新竹站區開發過程,只負責處理商業空間供廠商投資,不會介入經營,未來新竹站將有一、兩家旗艦店進駐,至於是什麼樣類型的旗艦店,以及開發面積多寡,細節部分尚未進一步洽談。

另外,有一群英國從事實際開發的廠商,對桃園相當有興趣,表明要一定的面積、位置與較優惠的開發條件。也有某家廠商表示將籌組一個投資團隊,來做整體開發,市場熱度已被外商拉高。

至於台中、嘉義、台南站區部分,殷琪認為,台中可開發面積最大,未來通車後台中會受到很大的影響,在規劃階段與開發過程都需要高度的專業,連同嘉義、台南站區,台灣廠商進駐開發的機會相當大。

高鐵站區61筆土地 月底標售

高鐵五大站區開發計畫商機令人期待,未來各站區可能成為經濟效益極高的新市鎮,也引發國內外廠商爭取開發權利的興趣。

高鐵延後一年通車,交通部高鐵局10月底仍將標售新竹、嘉義、台南等三大車站產業專用區的61筆住宅區、二筆商業區用地,總底價60餘億元,而桃園、新竹站區的大面積商業用地,則計畫以設定地上權50年方式供廠商投資開發。
高鐵局長吳福祥表示,雖然9月初台灣高鐵公司宣布延後一年通車,但上月底高鐵局仍順利完成新竹站區18筆住宅區、二筆商業區土地,總標售金額為20.75億元,較底價多出2億餘元,顯示市場對高鐵新竹站區未來發展仍具信心。

他指出,近兩年高鐵桃園、新竹、台中、嘉義、台南等五大站區,已分別完成加油站、住宅區和商業區等土地標售,其中新竹與台中站區的住宅用地最受投資人青睞,嘉義和台南站區的銷售狀況最不理想。

吳福祥認為,雖然目前嘉義、台南站住宅區用地銷售狀況不佳,但隨著高鐵列車在南部路段的試車作業陸續展開,應可炒熱當地房地產市場,所以這次繼續辦理嘉義、台南站區住宅區土地標售。

除住宅與商業用地辦理標售外,高鐵局擁有的桃園站區一塊4.5公頃商業用地,已經完成招標規範,交通部審核通過後,即可於本月底以設定地上權50年方式公告招標。

另外,目前高鐵五大站區房地產市場行情最好的新竹站區,高鐵局也在車站旁規劃出一塊1.75公頃土地,預定今年底前同樣以設定50年方式辦理供廠商投資開發。

吳福祥表示,雖然高鐵五大站區待售土地相當多,但只要高鐵工程進展順利,房地產市場就有機會逐漸增溫,高鐵局希望五年內可以完成站區80%的土地標售,與大型商業用地設定地上權50年給廠商開發,以償還開發高鐵站區積欠銀行的230多億元貸款。

5年500億一流大學計畫 台大成大拿最多

教育部昨天公布可獲「五年五百億元邁向頂尖大學計畫」經費學校名單,台大、成大被認為有機會成為「國際一流大學」,每年各獲得卅億及十七億元,清大等十校則被認為適合發展「頂尖研究中心」,各獲得三億到十億元補助。
五年五百億計畫的第一目標是十年內產生一所排名世界百大的國際一流大學,這部分由台大和成大獲選,第二目標是五年內發展出十個亞洲一流的頂尖研究中心,由清大、交大、陽明、中央、中山、中興、政大、台灣科大、長庚和元智出線。

教育部表示,獲補助的十二校要增加甄選入學比率,並擴增大學部招生規模,其中台、成、清、交四校每年共擴增四百人,其他八校合計也要擴增四百人,而且是五年連續擴增,也就是說,五年後這十二校招收的大一新生,將比現在多四千人。

五年五百億計畫審議委員會副召集人、中國醫藥大學校長黃榮村表示,台大和成大因規模大、領域完整,受到肯定,所以獲得較多經費;清交兩校則因規模不足,影響分配的經費;另一位委員中央研究院副院長賴明詔說,委員期待台灣能有一、兩所大學進入世界百大,所以推薦這兩所全方位大學,但兩校還需要很多努力。

賴明詔說,台大最有潛力進入世界百大,但制度、行政仍有缺陷,需要做些根本改變,像由三百五十人組成的校務會議推行校務,就不可行;台大在計畫中提出九個研究中心,經費應更集中使用才對。

教育部指出,五年五百億經費第二年補助額度要視學校承諾事項執行情形調整,第三年起則要每年評估,若未達預期目標,就不再提供後續補助。

依據教育部規劃,未來考核指標包括論文發表、延攬國外傑出教師等研究中心發展項目,以及組織運作調整、基礎建設等學校發展項目。黃榮村說,若大學運作不良,就不可能有表現優異的研究中心。

審議委員之一的中研院史語所兼任研究員許倬雲指出,這十二所學校還要扮演火車頭角色,帶動校內外特定領域一起發展,這樣台灣等於有十二個基地,高教水準就會普遍提升。

五年五百億計畫共有廿九校提出申請,初審通過十七校,複審選出十二校,第一年共分配九十八億元;教育部強調,未通過複審的中正、台灣師大、海洋、中原和北醫大,將由教育部和國科會另外尋求經費支持。

由於政大和元智之前已獲得卓越教學計畫所補助的九千五百萬元和六千八百萬元,教育部表示兩項補助不能重疊,所以將把這兩筆錢從補助中的三億元扣除。

至於明年預計補助的五十億元卓越教學計畫經費,這十二校將不列入分配。

While we usually disagree with the government of President Chen Shui-bian over its stances on national identity, this time the government was right to make a stand and demand the "Province of China" designation be removed.

As a matter of fact, this strange designation appears on many Web sites, apparently having been copied from drop-down lists posted by major international organizations such as the United Nations.

It is our hope that Google and other Internet firms have innocently copied these drop-down lists, committing a mere oversight that can be corrected quickly.

It would be sad to see major Internet companies getting dragged down into the nasty conflict over Taiwan's status, and this could also have negative effects on our own domestic software and information technology industry.

While we would prefer to see our national title, the Republic of China, appear alongside "Taiwan" on these lists, we would be satisfied if Google and other firms just used "Taiwan" without any more undignified qualifiers behind it.

澎湖縣推96至99年建設方案 打造民眾幸福感

(中央社記者許耀彬澎湖縣十日電)澎湖縣民國九十六至九十九年實施方案今日出爐,澎湖縣長賴峰偉以「藍海策略」觀念期許,並提出「向不丹等小國學習幸福」的想法,希望澎湖的發展,以「幸福感」取代一般的「所得」等數據為目標,讓澎湖島成為每個人都幸福的「幸福的桃花源」

澎湖縣政府自九十二年起依據「澎湖縣九十二至九十五年離島綜合建設實施方案」推動縣政,今天再度邀集全縣各有關單位,檢討第一期的執行成效,並推出第二期九十六至九十九年實施方案,希望賡續前項計畫方案銜接新計畫方針,建立澎湖縣未來四年發展願景。

澎湖縣政府委由怡興工程顧問公司提出專案簡報指出,由於澎湖近年來在環保工作上的努力,已受到國內外的肯定,因此,建議縣政府在未來四年,可以針對「綠色產業、綠色休閒、綠色科技」等方向發展,突顯特色,全力打造綠資源特色島。

賴峰偉表示,希望未來澎湖以「藍海策略─清除、減少、提昇、創新」的觀念,開啟新思維,探索縣政的藍海,清除不必要的例行工作、減少追求沒有實質意義的數據、提昇打造幸福城市的成本與品質、以創新的思維與作法,創造縣民與遊客價值。另外要讓澎湖的發展,不是一般的所得等於「數據」為目標,而是營造縣民及遊客的「幸福感」。

賴峰偉說,澎湖在過去四年的努力,讓澎湖在海洋資源活化、陸地環境的大整理、觀光活動的多元活潑化,都有突破成績。而第二期實施方針規劃未來四年,將形塑海洋城市風格、水資源多元化供給、海洋生物科技、再生能源開發、農業轉型發展、漁村聚落風格、開發多元遊憩模式、吸引外資投入、健全醫療救護體系等方向再加強。

此外,賴峰偉除強調玄武岩是澎湖獨步全球的珍貴資源,未來還需給予應有的國際地位外,同時強調「風」是澎湖最珍貴的「礦產」,台電公司預計在民國一百年完成海底纜線,一百零四年,為澎湖現已完成的八部風車外,再增加五十五部陸地、一百七十六部離岸,總計二百三十九部風力發電機組,將澎湖打造成為「風的故鄉」。

高市/星光水幕 建構出具有門戶意象

高雄海洋之星國家門戶計畫工程,將於星光園道新設「星光水幕」入口意象,整合模擬海洋浪花及時尚流行的水霧概念,結合外露式結構系統與水霧噴霧系統,建構出具有門戶意象及舒適微氣候變化功能的標的式構造。

「高雄海洋之星門戶環境改善工程」,由華春營造公司與李永欣建築師、朱文明建築師所組成的團隊提出優異之設計獲選承攬。工程包含了海岸公園及新光園道兩大主軸,都以海洋概念及高雄特有之氣候條件為設計考量。

工務局表示,新光路與中山路口,靠近高雄市著名的百貨街區,周邊有高雄大遠百、SOGO百貨等多家大型百貨公司及電影院,平日逛街休閒人潮眾多,為市民假日休閒之理想場所,更臨捷運紅線大遠百站,為結合此有利的地理條件,創造整體週邊海洋親水感覺,並考量高雄位於北回歸線以南之熱帶氣候,夏日或中午時分氣溫較高,因此將整合模擬海洋浪花及時尚流行之水霧概念,結合外露式結構系統與水霧噴霧系統,設計一具有門戶意象及舒適微氣候變化功能之標的式構造(星光水幕),將引入水霧氣氛形成涼爽及愉快之情境。

工務局指出,「星光水幕」的主體結構,將以具現代科技感的鋼骨及桁架結構,高度約為4至6公尺的不規則結構,視覺上可兼具科技及藝術感,並代表海洋浪花之意象,於日間陽光照射時由此不規則結構能隨著太陽光線角度於地面產生各種不同的形狀的陰影,饒富趣味性。

工務局表示,「星光水幕」結合水霧噴射系統,更可使觀賞之遊客於水霧噴射時享受舒涼觸感,於心情上更親近星光水幕,未來完工後不僅為新光綠廊入口意象,更是未來市民大眾除逛街外,休閒遊憩地點之新選擇。

南港車站大樓興建營運案徵求民間廠商投資

(中央社記者徐毓莉台北十一日電)交通部台灣鐵路管理局表示,「民間參與台鐵南港車站大樓興建營運」計畫已正式公告徵求民間廠商投資,特許期間共五十年,預定今年十二月初選出最優申請人。

台鐵表示,這項計畫將提供約四點二公頃用地給投資人開發,基地範圍涵蓋南港車站主體大樓以及糧倉商業大樓、停車場大樓等附屬設施,除約兩萬五千坪容積樓地板可供民間以BOT方式開發外,台鐵局也提供近一萬七千坪樓地板面積委託民間營運(OT)。

台鐵指出,這項計畫公告至今,已有多家廠商領標,並針對招商條件提出疑義徵詢,台鐵局將於今天公告申請人疑義的回覆說明。

「民間參與台鐵南港車站大樓興建營運」計畫預計今年十一月七日截止收件,有興趣參與計畫的投資人可向台鐵局產管處開發科購買申請須知。

衝BOT業績》工程會赴歐招商

國內大型BOT案屢出狀況,行政院公共工程委員會決定11月中旬首度赴歐洲招商,向比利時、法國、德國等十餘家廠商介紹包括汙水下水道、鐵路車站興建等40餘件BOT案,總投資額近900億元。

工程會官員表示,這次向歐洲廠商介紹的促參案件中,以汙水下水道共36件、投資金額794億元最多;其次是台鐵的南港與松山兩座車站新建BOT案,投資額約50億元;再其次是高鐵局擁有的桃園、新竹站區各一塊商業用地,計劃用設定地上權50年方式供廠商開發,投資額約34億元。

這次招商已透過台灣歐洲商會安排,將拜會法、德、比三國的相關商會組織、軌道工業公會與大型環保公司。

工程會說,這是政府單位組第一次團赴歐洲針對促參案件招商,為讓廠商了解招商案內容與利基所在,各案件主辦單位包括內政部營建署、交通部高鐵局、教育部等,都派有承辦人員隨行解說,招商團長由工程會副主委蔡堆擔任。

招商團預定11月13日出發、23日返國,如果結果良好,未來不排除再組團赴美洲、亞洲等地招商。

由於近月來高鐵、高雄捷運、高速公路電子收費系統、台北巨蛋等大型BOT案,陸續發生爭議或傳出弊案,不但引起國內熱烈討論,多家國外廠商也從外電報導得知台灣BOT案的現況。為因應外商可能針對BOT爭議提出各項疑問,工程會與各單位已備妥相關資料,回答廠商的問題。

政府從91年開始推動促參案件後,當年簽約金額僅72億元,經過大力宣傳,92年簽約金額激增至624.7億元,93年更成長一倍達1,300餘億元,有效填補政府因預算不足所減少的公共建設投資與就業機會。

不過,今年因台北巨蛋等多件BOT案流標,至8月底止僅完成101件、計391億元簽約案件,預計到12月底還可完成12件、共219億元促參案件簽約,總計今年促參案件簽約金額約610億元,不及去年的一半。為擴大投資、維持國內經濟成長,工程會決定跨海進行招商作業。
