NEW DELHI: In a move which could bring huge relief to the commuters using Bhairon Road that connects Ring road with Mathura Road, Delhi
government has given nod to widening of this stretch. The project, planned with keeping the Commonwealth Games 2010 in mind, will cost Rs 9 crore. Government believes the link will be crucial for smooth traffic between Commonwealth Games Village in east Delhi and Major Dhyan Chand Stadium (National Stadium) in central Delhi.

Widening of the road would also improve traffic flow to Indira Gandhi Indoor (IGI) stadium. The stretch has Pragati Maidan on one side and Old Fort on the other.

An senior official said the work on this one kilometre stretch would start in November. It is likely to be completed by Public Words Department (PWD) within eight months.

As per the plan, existing Bhairon Marg would become one-way with 4-lane on both sides and it would cater to motorists who, while coming from Mathura Road, take a turn from Bhairon Road junction towards Ring Road. For traffic heading towards Mathura Road from Ring Road, the existing semi-circular road behind Pragati Maidan bus depot would be developed into a four-lane carriageway.

"This will provide much relief to the commuters. The facelift and improved traffic circulation plan is not just crucial for Games. It has already become a necessity for better mobility on this stretch,'' a senior PWD official said.

Officials said the existing subway and underpass would be integrated for pedestrian use and this area would have tall bamboo trees. "The subway will be redesigned to make it disable-friendly. The entire area will be developed as green site. Both sides will have separate cycle tracks and pathways,'' the official added. The stretch would also get decorative road furniture including benches.

Sitaram Bhandar Society to hand over land in Mehrauli area

NEW DELHI: Delhi's most controversial land acquisition litigation involving the influential Sitaram Bhandar Society has ended in the government's
favour with the Supreme Court asking the authorities to take over 1.8 acres of land and imposing a cost of Rs 1.8 lakh on the trust and religious body.

Despite a notification of November 13, 1959, and a subsequent award of the collector in 1980 to acquire over 30,000 acres of land in the Mehrauli area for the planned development of Delhi, the Sitaram Bhandar Society kept obstructing the acquisition of its 1.8 acres of land by resorting to litigation on one pretext or the other.

The curtains over the stretched out litigation were drawn by a Bench comprising Justices Dalveer Bhandari and Harjit Singh Bedi, which said: "The society has been able to frustrate the acquisition and development of the land right from 1980 onwards by taking recourse to one litigation after the other."

The Sitaram Bhandar Society is a registered trust and a religious body managing three temples in Pilani, Rajasthan, and several gardens and water tanks having religious significance. It had recently set up the Birla Naturopathy and Yoga Centre at Pilani.

The apex court noted that all the suits and writ petitions filed by the society had been dismissed by various courts and disapproved the manner in which the religious body had stretched its right to legal remedy to frustrate the land acquisition done almost 30 years ago.

"Undoubtedly, every citizen has a right to utilise all legal means which are open to him in a bid to vindicate and protect his rights, but if the court comes to a conclusion that the pleas raised are frivolous and meant to frustrate and delay an acquisition which is in public interest, deterrent action is called for," said Justice Bedi, writing the judgment for the Bench.

"This is precisely the situation in the present matter," the Bench said and, while dismissing the society's appeal against a Delhi High Court judgment, ordered it to pay a cost of Rs 2 lakh. It also directed the Delhi Administration to immediately proceed against the society.

Delhi to get 20 new fire stations

Delhi government plans to set up 20 more fire stations in the next two years. This was said by chief minister Sheila Dikshit while speaking at the passing out parade of the 63rd batch of fire operators in the capital on Saturday. At present there are 50 fire stations.

Dikshit said fire-fighting process in Delhi had become hi-tech as threat of fire got more and more complicated due to mushrooming of high-rise buildings and also due to narrow lanes in unplanned localities.

DFS chief R C Sharma said land had been acquired for construction of 12 fire stations at various places in the capital and work was in progress at eight sites.

According to an official release of Delhi Fire Service (DFS), city reported an average of 43 incidents of fire per day in 2008-09 and 380 people lost their lives while 2,225 were injured in incidents of fire. The release also stated that DFS attended to over 16,000 incidents of fire and managed to save property worth Rs 295 crore during the period.

The CM said that three disaster management centres had been equipped with state-of-the-art equipments. She also exhorted people to install fire-safety appliances in their buildings and take appropriate preventive measures.

New Delhi/Alwar: On Sunday, about 70 more new lowfloor buses will be inducted into the Delhi Transport Corporation (DTC) fleet. And after this, the corporation will get nearly 200 buses every month till March next year by when about 3,100 new buses would be added to Delhi roads.

The new buses are a part of DTC’s second order, of which some are being manufactured at a Ashok Leyland plant at Alwar. The new models promise a smoother ride as they have added features for passenger comfort like more windows and shafts for ventilation, mobile and laptop charging points, climate control and heating in winters in the AC fleet and more seats.

As the first lot of buses is inducted into the fleet, the apprehension on whether the new buses will be delivered at all before the Games seems to be fading away. The first lot primarily has buses manufactured by Tata Motors, which is a major chunk of the DTC order. But the other manufacturer, Ashok Leyland, is also ready with their supplies. ‘‘Now, one can expect about 200 new buses to come every month. The orders will be completed by March 2010 when the Bharat Stage IV emission norms come into effect. Any delivery after that will have to be modified according to the new standards, which is an added cost for the manufacturer,’’ said a senior official.

A visit to the bus manufacturing facility of Ashok Leyland in Alwar gives an insight into how fast the orders are progressing. The state-ofthe-art plant, which has several buses on the assembly line, is now going to roll out 10 low-floor buses everyday till the order is complete.

This order for 875 buses, including 350 airconditioned ones, were to be supplied to DTC by March this year. But the first lot of 50 buses is ready for rollout from the plant now. ‘‘We have sent the first ready bus to DTC, which has been approved. The formalities for registration and other things are being worked out soon after which the remaining buses will also be delivered,’’ said Rajeev Seharia, executive director (Marketing), Ashok Leyland.

He added that the reason for the delay was that after the tender, DTC made a lot of changes to the bus specifications and manner of execution. ‘‘The entire development was partnered with DTC and there was a learning curve on both sides. As for a penalty for late supply, the matter will
be taken up with DTC at the right time as we are looking at a long association with them now,’’ he added. But now that the first lot is ready, the company is confident of delivering before March 2010. Each of AC buses will cost Rs 59.3 lakh and the non-AC buses Rs 49.9 lakh.

As per the new contract, the buses will be maintained by the companies too and DTC has asked for an assurance of a breakdown rate of maximum 5% at any time. The new buses will have all the features of the existing fleet. The corporation has tried to address failings in the existing 625 buses, where passengers have complained of lack of ventilation and also that the AC is not that effective during peak summer. In the new lot, the windows are larger and even the upper portion opens. Also, extra roof hatchets have been provided on the roof which can be opened for better air circulation.

The AC buses have climate control which will ensure a temperature of 25 degrees Celsius in the bus even when it is very hot. These buses will also have heaters in winters. Passengers can even charge their laptops and cellphones inside the buses. The buses also have stop request buzzers. For added safety, the front windscreen is bigger to ensure better visibility and reflective tapes on the sides of the buses to make them visible even at night.

Keep the DTC Buses Clean : CM

"We have to keep it (buses) clean. We have to showcase (them) for the people who come to see the Commonwealth Games. It calls for a responsibility by both DTC and people who use it," she said at a function at India Gate lawns here.

Flagging off 107 new buses, including 30 AC ones, she said that no one will now see passengers hanging on the foot-boards.

"Our priority is to serve the population of Delhi. The introduction of these buses is part of preparation for the 2010 Games. We are increasing the number of buses," she said.

She said the national capital is moving ahead and the introduction of these buses is a sign of progressing Delhi.

Delhi Transport Minister Arvinder Singh Lovely said the drivers and conductors of these buses will not be just drivers and conductors but "ambassadors of the country".

He said the government is in the process of phasing out blue-line buses out of Delhi roads soon. Not only are we facing the challenge of the CWG but we also have a responsibility towards Delhi."

Naresh Kumar, Managing Director of DTC said, "apart from a frequent inspection, we will improve the behaviour of our drivers, conductors and expect the public to do the same."

Delhi Transport Corporation currently has 3,559 CNG buses. Around 3,125 low-floor buses are expected to be inducted by March 2010.
