I've thought about this as well. The only issue is there just isn't any constituency for it. NIMBYism is so successful because the groups who are harmed by it (renters) are mostly disenfranchised at the polls. The opposite is true of incumbent home owners, who benefit the most from NIMBY policies.
The fact that the Obama administration only mentioned zoning at the twilight of his presidency is evidence of this problem.
