As bulldozers chew up Westfield UTC for a major expansion, Solana Beach-based Regency Centers is moving forward with a $230 million upgrade to its 26-year-old Costa Verde Center.

Located on the west side of Genesee Avenue and south of La Jolla Village Drive, the 178,000-square-foot center sports a Boxing Club, Bookstar bookstore, Bristol Farms grocery and assorted shops and eateries.

If approved by the city, the center could include a 200-room boutique hotel catering to young business travelers and add 70 percent more retail space over the next eight years. Construction is not expected to start until 2019.

Cross-border airport bridge opens next month

Ticketed airline passengers crossing between San Diego and Tijuana will soon have a new option. A 390-foot pedestrian bridge linking Tijuana’s A.L. Rodríguez International Airport directly to Otay Mesa is set to launch operations on Dec. 9.

Users of the privately operated port of entry, called the Cross Border Xpress, will be charged for each crossing. Enrique Valle, chief executive officer of Otay Tijuana Ventures, builder and operator of $120 million facility, said Friday that the toll will be $15 for those who purchase tickets ahead of time on the facility’s website — and $18 for those who pay on location.

The only port of entry on the U.S. border that connects directly to an airport in Mexico, the Cross Border Xpress also will be the first on the California border where users will be charged a toll. Only ticketed airline passengers will be able to use the facility.

The bridge will offer these travelers a faster way to cross the border, avoiding long lines at the San Ysidro and Otay Mesa ports of entry. It connects the Tijuana airport with a facility on the U.S. side that includes an area for U.S. customs and immigration processing, but also airline ticket counters, currency exchange facilities, a duty-free area, and a restaurant.

Legoland wants to build a 2nd hotel

Just two years after opening its first hotel, Legoland is looking to build a second one on its Carlsbad theme park property.

Like the current hotel, the project is planned to be three stories with 250 Lego-themed rooms and suites, situated on what is now a parking area. Details are still few, as Legoland only submitted a development application last month to the city of Carlsbad and is still early in the design stage.

What is known is that it will resemble a castle, complete with turrets, will have a variety of themed rooms and will be located west of the existing Legoland Hotel in front of the Sea Life Aquarium. Plans call for a full-service restaurant and gift shop, a swimming pool and outdoor play areas, Legoland spokeswoman Julie Estrada said Friday.

Ideally, Legoland and its parent company Merlin Entertainments would like to see the hotel open by 2018, she said.

Scripps operates the nearby Birch Aquarium, which is undergoing a major makeover designed to give the institution the ability to broadly showcase its field research, including work conducted on its research ships.

The vision is that by September, half of the aquarium’s floor space will be turned into “Expedition!” — a highly interactive exhibit that will feature an expedition staging area, a polar habitat, a laboratory similar to those on Scripps’ vessels and instruments that are used across varied lands, down deep in the seas and high up in the air.

Visitors will be able to view webcam feeds from select ships, listen to audio clips of ice breaking in Antarctica and try on the sort of survival suits that scientists wear at the poles.

The aquarium plans to pay special attention to tracking life aboard the Sally Ride, a new research vessel that will formally join the Scripps fleet this summer. The $71 million ship is named after Sally Ride, who in 1983 became the first American woman to travel in space. Ride, who also served on the UC San Diego faculty and died in La Jolla in 2012, is the first person widely known around the world to have a Scripps ship named after her.

Televangelist Morris Cerullo, widely known for his overseas healing crusades and the occasional legal skirmish, now is hoping to cement his spiritual legacy with the help of hologram-filled catacombs, a 20-foot-tall wailing wall and an interactive biblical museum.

More than four years after purchasing a foreclosed Mission Valley hotel, the Pentecostal preacher is banking on faithful followers and religious-minded tourists to flock to a planned Christian-themed resort that will transport them to biblical times — with underground passages reminiscent of Rome and a domed theater outfitted with full-motion seats and sensory effects simulating wind, snow and fog.

The $125-million project, which needs approval from the San Diego City Council, promises to transform the 18-acre site into a tourist destination that could draw as many as 400,000 visitors a year. And according to Cerullo, not all of them will be seeking the Gospel, project leaders said.

"This idea of themed entertainment is going to start reaching into … museums, the waterfront," said Jim Penner, executive director of the Morris Cerullo Legacy Center. "It's a business model. It's just based around religious themes rather than secular themes."

Two midrise properties within Liberty Station are under construction, as is a 300-room luxury hotel downtown, and a highrise on Lane Field is nearing completion. Further north, Oceanside has multiple mid-sized projects in various planning stages, while Legoland recently submitted a proposal for a second themed hotel just three years after opening its first.

Chula Vista hasn’t had a new hotel in 25 years, and this year it has a 300-room Residence Inn under construction, plus two more properties that are expected to start rising from the ground by early next year.

Blackstone Group, a New York private equity firm, has agreed to sell its Strategic Hotels & Resorts Inc., which owns 16 luxury properties, to Anbang Insurance Group, a person familiar with the transaction said Saturday.

The portfolio, according to Strategic's website, includes the Santa Monica hotel and the famed Coronado hotel, as well as two other Southern California properties -- the Montage Laguna Beach and the Ritz-Carlton Laguna Niguel. There are three properties in the Bay Area: the Ritz-Carlton Half Moon Bay, the Four Seasons Hotel in East Palo Alto and the Westin St. Francis in San Francisco.

Beijing-based Anbang has been investing in luxury U.S. hotel properties, including its acquisition last year of the Waldorf Astoria in New York for $1.95 billion from Hilton Worldwide Holdings.

On Friday, Uber will launch Passport, its first cross-border service, offering one-way transportation from San Diego across the San Ysidro border to anywhere in the northern Baja California region, which extends as far south as Ensenada and as far east as Mexicali. The new service offers travelers an alternative to buses, commercial cabs or simply walking across the border.

“It's very exciting for us because there are a lot of places where we could have launched a cross-border product, but we recognize the importance of the largest border crossing in the world and the unique relationship between San Diego and Tijuana,” said Christopher Ballard, general manager for Uber in Southern California. “These are cities whose families, cultures and economies are closely linked.”

Funding snag could delay new San Ysidro lanes
PedWest scheduled for opening in June

U.S. and Mexican authorities said this week that they are working to address concerns over a possible delay in the opening of a much-needed new pedestrian border entrance in San Ysidro known as PedWest.

The entrance’s 12 new lanes are part of a $741 million reconfiguration of the San Ysidro Port of Entry, which is scheduled for completion in 2019. The U.S. General Services Administration, which is overseeing its construction, has announced that PedWest remains on schedule, and will be operational in June.

The opening of PedWest not only would expand the number of available lanes for pedestrians, it also would allow the GSA to launch the replacement of the eastern entrance with an expanded new facility designed to include 20 inspection booths. That project is expected to open in 2019.
