The park has issued an RFP for two new towers at the south end of the park. Nearly a third of this new development is expected to include affordable apartments. The towers—one 16 stories and the other twice that size—would rise on currently vacant sites adjacent the Brooklyn Queens Expressway.

Given the mayor’s plan to build or preserve 200,000 units of affordable housing over the next decade, this news is not surprising in its own right. The inclusion of affordable housing at Brooklyn Bridge Park, though, marks a significant turn in the park’s history, and, possibly, its future.

The park was created as a public-private partnership with the city and state fronting money for construction, and property taxes from development at the park covering the upkeep—about $16 million a year. The 550,000-square-foot, Marvel Architects–designed condo and hotel project currently rising at the park is a key part of that plan.

Some local groups have opposed residential development at the park, claiming that it would block views of Manhattan and turn the public space into a backyard for the wealthy. But since the first phase of the park opened in 2010 it has been wildly popular with the public, and the planned towers at the site will likely do little to change that. In many ways, the fact that there is any green space at the site at all is a victory. When the park was being planned, the Port Authority proposed using the piers for high-rise development and parking lots.

The two new towers proposed under the de Blasio administration are also receiving their fair share of backlash, but not just for their size. Opponents point out that affordable units would provide significantly less revenue for the park, if any revenue at all. This has noticeably put community groups on the awkward side of opposing affordable housing in one of the most expensive neighborhoods in the city.

Creating new affordable housing and continuing to provide funds for the park is not a zero-sum game for mayor de Blasio. A spokesperson for his administration told the Wall Street Journal, “We can secure the necessary funding to maintain this world-class park while simultaneously providing an affordable housing component to ensure the community actually represents Brooklyn.”

While this plan is in its early stages, the reception it has already received foreshadows the many development debates to come. As mayor de Blasio sets out to build 80,000 new affordable units over the next decade, he will certainly get pushback from local groups about the size, location, and design of new projects.

This is nothing new—development will always have its detractors, and that is not always a bad thing. But in de Blasio’s New York, opposing new development will increasingly mean opposing new affordable housing. It is a complicated and thorny debate and one that is about to play-out all across the city.

The development is slated to rise at the southern terminus of Brooklyn Bridge Park. Site A can accommodate a 315-foot tower with up to 290 residential units. On site B, which has ground-floor retail and frontage on Furman Street, developers can build up to 140 residential units in a building rising to a maximum of 155 feet. Addresses have not yet been assigned to the building sites.

The request for proposal issued by the Brooklyn Bridge Park Corp. called for 130,000 gross square feet of permanently affordable housing for moderate and middle income tenants. Architects were also tasked with creating “welcoming ground floors” at the entrance to the park and streetscapes that enhance the pedestrian experience.

Some of the community amenities architects included are a swimming pool, school and public restrooms.

Revenue from the Pier 6 project and Toll Brother’s Pierhouse on Pier 1 is meant to fund upkeep at the park and maintenance of the piers. Some community groups opposed to the development of Pier 6 have sought to stall the process, while elected officials such as City Council members Brad Lander and Stephen Levin have asked the city to find alternative financing for the park.

This one redefines architecture outside the box.
Of course, I wouldn't mind a few hundred extra feet added; but a pity not so because of where it is.
PS: Besides, I'm really starting to think that the staggered balcony thing is getting really annoying (are y'all listening, T.O.?)....
...but not so much the haphazard, semi-random window sizes. This can last a long time as architectural trends go, if done well.

With regard to the former, some neighbors expressed concerns that affordable housing would bring down property values, while the influx of newcomers would increase crowds in the park and cramp local public school P.S. 8, they say.

“This park has already become an icon, and now people are complaining it’s too crowded,” board member Joanne Witty said in the Wednesday meeting, speaking to the park’s current funding model, which requires that the park be self-sustaining.


“In the absence of a government funding commitment, housing is the best option to provide the funds necessary to build and maintain Brooklyn Bridge Park,” added Alexandra Bowie, president of the Brooklyn Heights Association.

The board ultimately voted down a motion to reevaluate the planned towers, but did agree to an updated environmental review for Pier 6. In the meantime, a looming lawsuit looking to block the additional housing development leaves the board unable to issue a final decision on Pier 6’s future.

Permits Filed For Pair Of ODA-Designed Towers In Brooklyn Bridge Park

In June 2015, then-Brooklyn Bridge Park President Regina Myer revealed renderings for the last two residential towers set to rise in the park, on Pier 6. Now, ODA Architecture, which is designing them, has filed plans for the pair of developments at 15 and 50 Bridge Park Drive.

The larger of the two would rise 30 stories at 50 Bridge Park Drive. The permit applications call for a much taller structure than the park corporation promised last year, when it announced plans for two 14- and 16-story buildings. However, the complex would hold only 266 apartments, down from the 339 apartments detailed in last year’s plans.

50 Bridge Park Drive would have 126 units spread across 274,550 square feet of residential space, for units averaging a spacious 2,178 square feet each. The ground floor would host a gym, dog washing station, package room and lobby, followed by only two units on the second floor, five units on each of the third through 25th floors, and four units apiece on the remaining four stories. There would also be a few more amenities on the top floor, like a lounge and resident support area. This portion of the project appears to be market-rate condominiums, which were penciled out for “Parcel A” on Pier 6.

15 Bridge Park Drive would reach 16 stories and 155 feet into the air. It would include 4,181 square feet of retail and 133,366 square feet of residential space. With 140 units, the typical apartment would measure 950 square feet. Most of the upper floors would have 10 to 13 units apiece. Amenities, including a gym, studio, and playroom, would occupy part of the second floor, while a lounge would fill the 15th floor. 100 apartments will be set aside as affordable housing, and 40 will rent for market rates.

When Brooklyn Bridge Park Corporation’s board approved the latest version of the Pier 6 plan in June, they cut 17 affordable units and 66 condos. Seventy-five percent of the affordable units will rent to moderate and middle income people, and 25 percent will go to low-income people, WSJ reported.

I think there were better designs in the bunch, but these are still aesthetically pleasing towers. They fit in nicely with the neighboring historic building.
