^ They stated that it would be a time consuming process, which was why they wanted approval to begin that work as soon as possible. I'm sure they are working around guidelines.

If you took it on a weekend, you were lucky to find anyone there. Most of these sites aren't really active on the weekends, which makes taking photos easier, but you don't always see work in progress.
Anyway, the structural engineer (of so many of these buildings) WSP list this building as 426 M, which is about what everyone has been suggesting, or close to 1,400 ft.
