Developer Spike Lawrence shared his company’s plans for the gravel parking lot behind Saba’s and Bourbon Jack’s at a recent community meeting.

The project, named New Square, will comprise four different buildings, plus a small park and community stage.

Phase One of the project, which will get under way in August, will be a 50KSF, three-story office building at the NWC of Arizona Avenue and Chicago Street and a one-story building along Arizona Avenue, across the existing alley.

The office building will feature a first floor with a mix of restaurants, retail space or service uses. The second and third floors will each comprise about 16.2KSF of Class A office space. The anticipated rate is in the $30/SF range.

The stand-alone building to the north will comprise 8.5KSF and is suitable for one large restaurant, two smaller restaurants or a mix of a restaurant and retail, Lawrence said.

Lawrence also announced that a Hilton Garden Inn is lined up for a four-story, 112-room hotel to be built on the NWC of the site.


Its construction will get started soon after Phase One begins. The first phase of the project is expected to be completed by the end of 2019.

Phase Two of New Square – at the SWC of the site – will be a five- to eight-story office building with between 75KSF and 108KSF. The size and construction date will be determined according to demand.

Really great redevelopment plan the Town of Gilbert has developed for it's central core. Again it doesn't take into consideration the redevelopment of the Hale Theater (which looks amazing) but it shows an idea of some elements the Town is in the process of developing (the Vaughn St re-alignment, the parking garage(s), the new plaza).

My only criticism is the northern boundary along the canal. Again it's great they are creating a new pedestrian/ paseo plaza but the development would potentially turn it's back on the canal. I don't know why in Phoenix (with the exception of Scottsdale) people always miss the opportunity to utilize the canal space especially in a pedestrianized area like Downtown Gilbert. Still check it out though.

That does seems frustrating because the Powerline / Sun Circle trail that continues along the alignment of the Western Canal is going to receive a major upgrade next year. Right now, pedestrians and bicyclists encounter railroad tracks just to the west. Legally, they're not supposed to cross the tracks, although some do. The official route is a long detour. In 2019, however, Gilbert is going to build a bike / ped bridge over the tracks, greatly enhancing connections to western Gilbert and Chandler via the path.

Guilty as charged. Yes, I am one of the ones that crosses the railroad tracks as I hate taking the detour around. Hearing that they plan on building a bridge over the tracks (and rebuilding the Powerline/Sun Trail) is awesome news. I love riding from Arizona Mills to the Riparian Preserve and Eastern Canal. There are spots after the railroad tracks through Gilbert that need some work.

Gilbert moves forward with sprawling apartment project despite Chandler objections

The project will encompass 19.6 acres at Germann Road and Mustang Drive, a parcel owned by Rockefeller Group, according to the Tribune. The acreage had been zoned commercial but attracting developers to build there had proved difficult for Rockefeller in recent years.

The apartment developer, IPA Holdings, addressed some residents' concerns and tweaked the project, according to the Tribune. Changes included moving the project farther from the Chandler homes, putting in a wider buffer between the development and homes and orienting three-story apartment buildings so outdoor balconies and patios don't face the homes.

The multifamily market continues to see strong growth across the Valley, particularly in infill areas of central Phoenix including downtown, which has a number of under-construction apartment towers as well as others, including condo projects, in the pipeline.

Who will live in these apartments? Will they be market rate open to the public? Will they be restricted to church members?

Market rate, and open to the public, not just church members. The church demoed its old visitor's center and is building a new one at Main St./LeSueur--not exactly incorporated into the apartment project, but immediately adjacent to it and visibly consistent such that they would appear (as I understand it) somewhat connected. So I could some being turned off by the association. But the apartments themselves are market rate and rented to anyone.

The Chandler overstreet project is almost done and they installed a huge LED billboard that's beautiful and distracting for drivers heading south on Arizona Avenue. It reminds me a bit of Cityscape except on a smaller scale with no high rises.

East Mesa "Senior City"

Interesting mixed use campus near the hospital in East Mesa (almost AJ border). I am wonder if the developer saw the strong interest in ASU's "integrated" project on campus and located it in an area with a high existing senior/ winter resident population? Interesting to see the Nursing school too, the valley is attracting a lot of health education investment.

The council voted 5-2 to defeat the development plan. Vice Mayor Rene Lopez and Councilman Jeremy McClymonds voted for the project.

Once the vote was announced the audience erupted in applause. Many residents from the surrounding area such as Lantana Ranch and Twin Acres attended the meeting. In a standing-room-only council room, citizens arrived wearing stickers donning the words “listen to your voters.”

“Voting no would let us know [councilmen] care about our neighborhoods,” said Claudia Blaze, a surrounding area resident who was dressed in white to protest the development.

Residents who were strongly opposed to the development claim it would clog the roads with distribution trucks making the roads unsafe for children, bike lanes and also contribute to a decrease in property value for the surrounding communities.

The development plan voted against was proposed by Ryan Companies. The plan would add industrial and warehouse buildings to the distribution center adjacent to the Chandler Airpark located on the southeast corner of McQueen and Queen Creek roads.

According to Ryan Companies attorney Garry Hays, the project would have provided Chandler “up to 1,800 jobs.”

The city originally zoned the land back in 2007 in which the council placed a limit on the number of lots able to be built by McQueen road. The reason behind the council appearance being that Ryan Companies sought to develop that land next to McQueen road.

Hays said the proposed plan is still beneath the limits of what zoning laws allow for; however, the company scaled back the size of the development after hearing of resident’s numerous complaints, one of which being heavy truck traffic.

The plan required the development to consist of two entrance points for trucks one located on McQueen road and the other on Queen Creek road. Many citizens argued the multiple entry points would only encourage more traffic and congestion.

“If there is an accident on McQueen road we want to make sure people can get in and out,” said City Planner Erik Swanson before the council.

This addition of multiple entrances to the proposed plan was unsettling for citizens. Upon hearing Swanson speak of the loading docks being added to the development plan, residents of the surrounding areas in the crowd began voicing their frustration yelling “liar” as the traffic issues were being confronted.

The property was converted from agricultural to industrial back in 2007. The original 2007 development plan had been proposed to citizens as land for office space. Currently, the newly proposed development encompasses about 300 loading docks and building heights between 38 to 40 feet.

According to Hays, Ryan Companies also proposed the addition of larger landscape buffers and “no entry” signs to be posted at one of the entrances to the business park in an attempt to address residents’ concerns.

Nonetheless, Chandler Mayor Jay Tibshraeny noted that upon deciding on the new development plan that his office received nearly 200 emails in opposition to the project and only one in support.

For Tibshraeny, the overwhelming opposition presented by citizens was enough to convince him to vote no on the development plan.

“You neighbors are my constituents and I’ve built my career on supporting my constituents, so I intend to vote that way,” Tibshraeny said.

Although the vote was made to halt the development plan, it does not prevent Ryan Companies or other companies from proposing new developments on the property in the future.

Who needs industiral development at an airport
Let Chandler lose this development. There are plenty of available areas South of Sky Harbor that could use redevelopment and less NIMBY's to block it.

Fencing and a banner with the renderings have been put up at the New Square site in Chandler and bulldozers are moving dirt. Chandler is going to look great with this and Overstreet completed. If the main building makes it to 8 stories then it will be the tallest in downtown.

Is the 8-story development of this project part of the current phase? I went to their website and it looked like they had that part labeled as arriving in the nebulous future.

According to the developer, phase 1 will include the 4 story hotel along with the 3 story office building and another 1 story building with retail space and restaurants. The 8 story building (could be downgraded to 5 if not enough tenants are found) will be phase 2 and is supposed to finish completion within 18 months after phase 1 is done.

The Chicanos por la Causa proposed apartments at Country Club/Main in Mesa (Bailey's Brake Shop lot) is apparently still on. Mesa apparently just completed the sale of the land in January, and Chicanos por la Causa is eyeing an August groundbreaking.
