They have really built themselves up over the decades as a corporate culture friendly metro. It's not only policies but better marketing as well. It also helps they have been a major flight hub for several decades as well.
Houston certainly has a strong corporate scene, but it's much more specialized (energy) and regional. Houston has recently invested majorly in its airports, our smaller airport added an international terminal serving mostly Mexico and Caribbean and our major airport is in the midst of expanding and upgrading it's international and domestic terminals. Better marketing by Houston is helping as it seems somewhat trivial but it was severely lacking. Frankly, Houston wasn't very desirable until about 20 years ago when it really took off, this coming from a native.
