It involves construction of a parallel bridge across the Phalguni at Malavoor.

He said that the government would build a market complex in Surathkal at an estimated Rs. 50 crore.

‘Issues not addressed’

Mr. Katti said issues on the 17-km stretch are yet to be addressed. The project involves construction of about 300 culverts. Forest Department clearance for taking up construction of some of the culverts is yet to be obtained.

The entire stretch of National Highway (NH) 75 connecting the coastal commercial hub of Mangaluru with Nelamangala and further with Bengaluru will become a four-lane road — except for a 26-km stretch of Shirad Ghat.

Instead of the initial plan to have a two-lane bitumen road between Gulagalale (between Ballupet and Sakleshpur) and Maranahalli (Heggadde), the National Highways Authority of India (NHAI) has proposed to lay a four-lane concrete road on this stretch too. Thus, the 55-km stretch between Hassan and Maranahalli will become a four-lane concrete road.

Sources in the NHAI said that initially it was thought of having only a two-lane road because of the hilly terrain where the existing alignment passes through steep curves, ups, and downs. However, it was later decided to have the four-lane road considering the volume of traffic. Also, the proposed green bypass for Shiradi Ghat starts from Maranahalli and ends near Gundia, thus requiring four-lane connectivity at both the ends.

Contracts awarded

The contract for four-laning NH 75 between Hassan and Maranahalli has been awarded to Isolux Corson on engineering, procurement, and construction (EPC) mode at an estimated cost of Rs.400 crore. The work, which has already started, is expected to be completed in about two years, sources said.

From Maranahalli, where the Shiradi Ghat begins, to Kempu Hole Guest House (13 km), the road has already been widened to 8.5 m width with concrete. The NH Division of Karnataka State Public Works Department (PWD) is awaiting nod from the Union Ministry of Road Transport and Highways (MoRTH) to award contract for concreting the remaining 13-km stretch between Kempu Hole Guest House to Addahole (near Gundia) after selecting the lowest bidder, Ocean Constructions, which had quoted Rs.61.57 crore for the project.

Contract for four-laning NH 75 with concrete between Addahole and B.C. Road (66 km) at a cost of about Rs.821 crore under EPC mode has been awarded to L&T. Work on the stretch has already commenced after clearing about 7,000 trees and is expected to be completed in about two years. It also includes construction of 14.5 km of service roads, two each flyovers, and major bridges, 14 minor bridges, nine underpasses, and a toll plaza. The 25-km stretch between B.C. Road and Mangaluru is already a four-lane under NHAI’s Port Connectivity Project.

State (Kerala) to bear 50% cost of rail line

If Kerala government is ready to bear 50% of cost of doubling existing line then only they can run trains from Kerala in this track to the parched city. But, my advice to Kerala government is to spend this money on developing eco system for business & industry and cretae job opportunities in Kerala itself.

Summa: Earlier in Mangaluru meeting the IISc scientist had stated only 120 TMC water is available in Netravati (and requiste water is not available in Yettinahole) but now he has submitted a report stating 350 TMC of water is available in Netravati.

Problem is with our legal system. Anyone can submit any bogus report and escape consequences. Whether it is the same scientists who give bogus report on Yettinahole earlier? Now they have stating that their own Yettinahole report is false and still not punished for that.

Decision to take water to the parched city after discussion

If this autocratic government has already decided to construct reservior then why discussion? The government want this type of seabased reservior not only in Mangalore but also in other coastal regions to supply water to other parts of Karnataka. Why not they construct pilot seabased reservior in some other part of the coast where population is less (so less risky and displacement cost is also less) and take water to say Davangere using Tungabhadra or Linganamakki or some other reservior for in between water storage during non-rainy season when reservior level goes down? This is the way to prove technical ability first. The government can create about 10 lakhs jobs for people of the parched city in Davangere itself and shift those people from the parched city to Davangere. In this way water demand in the parched city will be reduced. Even the government can build 'Media City', 'Finance City' or 'Knowledge City' in Davanagere itself if it has enough will power to do this. If the government concern is to develop whole Karnataka equitably then they should give more priority to taking water to non parched city regions first. This government does not have any concern for inclusive growth of Karnataka. The goal of real estate lobby of the parched city is to increase their land value. Disgusting! In the next election let us all vote for a party which promises equitable growth of Karnataka with equitable budgetary allocation for growth of one city each in North-East, North-West, Central and Coastal Karnataka.

State Govt. plans to harness floodwaters for drinking purpose

This politician is just trying to garner support from other cities for selfish goal of the parched city real estate lobby. If other cities to be included then why only Netravati reservior report is ready to take water to the parched city? How can you do everything in a single first phase? How can so many reserviors be constructed in a single phase? Won't there be any pilot project to prove technology? Just include North & Central Karnataka cities in first phase. As northern coast of Karnataka is less populated and hence less risky to prove technology & relocation cost will be less. But before pilot project itself implement Pashchima Vahini project fully. (Land acquisition is needed for canals, pipelines and pumping stations. Canals in turn are needed if you want to avoid construction around estuary as shown in figure above to allow ship/boat movements from already existing ports and also to avoid flooding caused by dam. Though the figure above shows short canal in reality it requires a long canal to take water from non-saline river part to reservoir probably from proposed Harekala dam itself. Note in the above figure due to wall on Ullal side the Tannirbhavi side of beach would face more sea erosion during rainy season).
Just wondering what the real estate mafia of the parched city (mafia which created the parched city by encroaching and polluting lakes; mafia which is sitting on huge land bank) and the ministers supporting them may think if the sea reservior pilot project is executed for North Karnataka cities? Would they think that businesses will start moving to these cities and they will lose their land values and opportunity exploit kannadigas with their exorbitant projects? Their goal seems to be finish Mangalore as it is emerging as a challenger and no challenger will emerge other parts of Karnataka as they will be the early birds to prey on industries and businesses.

The real estate mafia of the parched city is already trying to coax people of interior Karnataka against coastal Karnataka. If they really wanted to take decision after consulting with the coastal people they would not have done this.

By the way, I am not denying there is real estate mafia in the coast but this mafia is nothing in front of the parched city mafia. They know it and so they are now planning to shift to Padubidri away from Netravati. Some of them may even help in development of Netravati reservior to be in good terms with the parched city real estate mafia. Like any other land mafia this mafia also know how to get government lands.

Coming Karnataka elections are bringing new colours. Water Politics! One party is going to promise interior Karnataka's people that we will bring water by constructing coastal reserviors and desalination plants. The other party will say we will do the same by linking rivers. As for coastal Karnataka people one party will say coastal reserviors and desalination plants are dangerous to the coast. The other party will say turning west flowing rivers is dangerous to the coast. One party will say we will just link rivers of North India to South India but not touch coastal rivers. Want to believe this promise? Whom should the coastal people vote for? My advice is to vote for a party which releases substantial amount of money needed for 'Pashchima Vahini' or 'Saubhagya Sanjivini', not nominal amount like the state government allocated but not released. Note that there were news earlier that the central government water policy of developing new agriculture fields is beneficial to coastal Karnataka. Let the parties vie to release fund now if they think winning coastal Karnataka is also important.



This could be the safe way, if the terrain allows, of getting clean & fresh water at the cost of acquiring more land and more expense without disturbing old port. As wall is curved sea erosion effect may be less near estuary on both sides. Boats and ship (to Lakshadweep) can move smoothly along curved wall. If small gutters joining reservior & Harekala river stretch are taken care of then water will also be clean. The channel from Harekala to Ullala can be used for boat movements if water level can be maintained or a road can be constructed over it or the channel can even be constructed under existing road stretches. Even barrier can be used as a road. I think but there is also need for a pumping arrangement to pump back brackish water collected between two barriers to the sea (what should be the height of the main barrier?).

And how Sharavathi water planned to be taken to the parched city and not to cities of North & Central Karnataka! And a minister had already started inciting those people against coastal Karnataka. Request North & Central Karnataka people not to allow this to happen!

As far as Karnataka was concerned something good was happening through smart cities. Karnataka was almost in the edge of moving towards equitable growth with many of cities in North & Central Karnataka selected for smart cities. This happened inspite of the real estate & business mafia of the parched city crying for its favourite two cities. And there was hope that eco-system will be built & investment will pour into the region which was not favourite destination of investors so far as these regions now had advantage of being smart & the favourite destination of investors was not in smart city list. Then first, the state government helped the mafia by declaring that special grant will be cancelled for cities selected for smart cities. (Though the government did not do it for cities selected for JNNURM earlier as posted already.) And finally real estate mafia of all capital cities succeeded in pressurizing the central government & in including names of capital cities in the list of smart cities. And there ended dream of those parts of Karnataka for equitable growth!

My vision for Karnataka is "Relocate 25 lakh people from the parched city to other cities - Mangaluru-Udupi (10 lakhs), Hubbali-Belgaum (10 lakhs) and Gulbarga-Ballari (5 lakhs) by building economical infrastructure in these cities". But the problem is mission. I am trying to come up with a mission which people of Karnataka can execute in the next election for equitable growth of entire Karnataka in spite of all crooked strategies of the parched city real estate mafia.

(North Karnataka, Coastal Karnataka, Malenadu though produces surplus electricity suffers from constant power cuts). Kannadigas would have moved to these parts than to the parched city if electricity produced by these regions used locally. And then the surplus water from the parched city could have been supplied to the parched region surroundng it. Now also it is not late. Wherever plenty of water is available in Karnataka convert those regions to 24x7 water supply regions and let development happen there and let people move to those zones instead of doing everything in favour of real estate mafia of the parched city who are just interested in selling their properties at exorbitant prize and looting Kannadigas by forcing them to migrate to the parched city. Act for interest of Kannadigas, not for the interest of the real estate mafia of the parched city.

The minister should not forget that this is conditional approval with strict conditions! It is time to implement the project to its spirit rather than filling money bags of politicians and beaurocrats. Anyway let us hope that those who produced false project report will be punished by higher courts at least. (Note that the people have already agreed for errors in the Yettinahole report and then came up with fresh projects of coastal reservior and desalination plants).

Wonder which material, which is waste and abundantly available, can be used for making biodegradable pens (including biodegradable ink) in Tulunadu. Just like potato or starch plastic can we have waste jackfruit seed plastic or may be colocasia tuber plastic? Is there any plan for raw materials supply to biodegradable plastic industries coming up in proposed plastic park? (But MRPL is setting up ethanol plant in Harihar, Tulunadu can think of such an ethanol factory after Pashchima Vahini is implemented only.) All items need not be fully biodegradable plastic but may include plant parts which are abundantly available in the region like eco-pen mentioned in the news link above but with biodegradable plastic tube & ink. Our schools may introduce students on how to produce bioplastic. {1,2,3,4}. If not schools, Bagundi Hobby Theme Park (for Clean Technology) can have a facility like moulding machine or 3D printer (a few fortunate schools will be supplied with 3D printers as a part of 'startup coast' project but hobby theme park is common facility for other schools' kids) for manufacturing various biodegradable plastic components. Students can experiment on plastic at schools or homes helped by teachers & parents and then give shape to final components at hobby park including toy planes.

By the way, if 'Skill University' is set up in Uttara Kannada district by 'Skill Development Minister' it would be a big boost to the district (which does not have any university) and also coastal Karnataka (even if it is set up close to Goa International Airport). And in addition if new Defense Minister, who is also MP of Karnataka, considers Uttara Kannada as suitable location for "Defense Engineering College" then people of coastal & north Karnataka will be more than happy.

Pedestrian falls into basement, lies unconscious for an hour, people take photos

That is the most dangerous building of Mangaluru. Look at the stair cases without any protection. What happens to small children who have a habit of running here and there? Even internal staircases require protection at sides.



There is another building adjacent to it where staircase goes towards Corporation Bank Office. The height of parapet is too short to support you if you lose balance.

Is there anyone fighting for the safety of Kudla's citizens? Or all our communities and the political parties are just busy fighting for naming of a road? When we don't respect for the ultimate sacrifice of the men faught for our freedom while naming roads how are we expected to fight for a fellow citizen's safety?

Thus, the airport requires hardly 79 acres of land for extending the runway. The part of this land is available with AAI at the central portion and the land to be acquired is attached to this land all along.

The next best thing what the GOK can do is to bring down the cost of filling the valley to initiate an aeronautical survey on the feasibility, instead of extension of present runway 06/24 to provide runway 07/25 anew from the present start of runway 06 on the new integrated terminal building side. For this will make ample land available without disturbing valley.

The runway may pass through old terminal building area and will not affect populous area. This runway 07/25 can get land for runway length up to a distance exceeding 4000meters if properly planned. Since AAI has already developing a parallel Taxiway filling the valleys, it will release a great amount of land for runway strip of 300 metre width. This proposal should be given proper weight. This will also enhance safety in every respect for the aircraft operations.

Good. Systems theory. Our students are now getting ready to learn Systems Biology, Fisheries Bioeconomics, Tourism Theory and also Systems Thinking in other domains like Agriculture, Maritime, Marine etc.

My suggestion is Mangalore University should have 'School of Tourism' (like IITTM, 2, 3) with expert staff in Tourism Theory, Tourism Informatics etc. (After losing 'School of Economics' to the parched city we should not lose this one also. Be careful!). Courses offered by should include Tourism Informatics (BCA/MCA or Bachelor/Master of Information/Data Science) degrees and Tourism Information Management (BBA/MBA) degrees. Special focus should be on 'Medical Tourism Informatics' & 'Medical Tourism Information Management' as DK is declared as 'Medical Tourism District'. (I should had included need for this institute in my post on making Mangaluru a mega medical/health city and medical/wellness/health tourism city). That should help in proper planning of medical tourism resources. It is interesting to study what kind of interface 'Medical Tourism Informatics' will have with 'Health/Medical Informatics'. The School of Tourism may also have an innovation centre for tourism related software startups or it should have a strong team of staff providing all sort of theoretical guidelines to software startups working from other innovation centres.

School of Tourism should also work in areas to give Modern Touch to Pilivesha (Tiger dance, Tiger Masque) and other traditional art forms as they play an important role in attracting tourists.   • Carts Arena - This arena like 'skating arena' is used for testing, training and holding competitions for motorcarts, hoverboard, autotrolleys, disabled trolleys (including features to claim staircases safely) etc. Arena could be consisting of twisted paths (may be narrow) like 'car race arena'. Arena may require staircases in case these carts can claim staircases. (with a few mechatronics features incorporated.) Nearby there will be a workshop for assembling hoverboards, carts {1,2,3,4,5,6,7,8,11} (kids can just assemble ready made kits in case they can not use tools). (Even amphibious bike/kayak/hoverboard etc can be tested if lake is linked to 'cart arena' {1,2,3}. But as I am thinking of Bagundi to be specialized theme park for Petrochemicals/CleanTechnology and Kaup for amphibious vehicles hence 'amphibious carts' are not included.). The 'carts arena' need not have sitting arrangement. If arena is surrounded by hillocks with grass then same can be used for sitting or spectators can just stand. Even carts arena itself can have up & down paths.

And 'ITI/College Innovation Centre' serves only its students but 'Makers Space' serves everyone but may not be free.

Why not builders who are building clubs also build 'Makers Space'? If 'Incubation/Innovation Centre' can be a part of residential township then 'Cowork Space' & 'Makers Space' can also be a part of a residential township.

I don't think in Tulunadu any college is there teaching agriculture now except fisheries. We have two colleges planned Koila Veterinary, Brahmavar Agriculture. (Paddy Cultivation declingin drastically in coastal region - though we need to have local production of agricultural products we consume to save cost of transportation). Anyway institutes like CAMPCO can encourage startup in Agri Informatics. And growing dairy & farms industry may need farm informatics. Let us see how Fisheries Informatics will get integrated with Agri Informatics. But in future we need very good Mariculture Informatics system.

While the app is an ambulance aggregator, other stakeholders help create a network of trained volunteers with basic life saving skill training to handle medical emergencies.

Savior

Launching the mobile app ‘Savior’, Dikshith Rai, Chief Executive Officer of the Mangaluru-based Codecraft Technologies, said ‘Savior’, the ambulance aggregator, provides single-click access to the nearest ambulance and brings down the response time of ambulances significantly. The user need not remember any phone number for this.

How it works?

The person booking ambulance on the app need not pay for booking. The location and the expected time of arrival of the ambulance can be tracked with the help of this app, he said.

Stating that app’s eight network hospitals in Mangaluru have 25 ambulances, the patient can decide the destination hospital irrespective of the ambulance that picked him/her up. For example: If the ambulance of hospital ‘B’ picks the patient up and the patient decides to go to hospital ‘A’, the ambulance will go to hospital ‘A’ only.

Till the time the ambulance arrives, the citizen at the spot of medical emergency plays a crucial role in saving the life during the golden minutes. Considering this, ‘Savior’ health awareness campaign team has been training a network of volunteers to handle such situations, Dikshith Rai said.

Manish Rai, cardiologist from Mangaluru and member of the ‘Savior’ campaign team, said the objective of the campaign is to educate people about emergency situations such as accidents and heart attacks, etc, and to create a network of trained volunteers with basic life saving skill training to handle such situations. The volunteers enrolled in ‘Savior’ will get notifications in case of medical emergencies in nearby areas.

Stating that this is an effort to create a first responder network, he said these volunteers can play a crucial role during the golden minutes of health emergencies. The team has already interacted with 850 students in different colleges in Mangaluru. Plans are there to approach high schools in the city to train students on tackling health emergencies, he said.

Asked if the model will be replicated in other cities also, Dikshith Rai said the team would decide on it based on Savior’s experiences in Mangaluru.

Speaking to media persons here on Wednesday, CodeCraft Technologies CEO Deekshith Rai said that the Savior mobile app helps one to call an ambulance during medical emergencies. Not only is it backed by technology and a network of hospitals, it involves trained volunteers in ambulances.

“We will keep expanding our network of hospitals,” he said.

He said “One tap is all you need during an emergency and the Savior app will make sure that the user gets an ambulance wherever he/she is. It’s as easy as calling a cab. The app is available in Kannada, Malayalam and English. The app can be downloaded through Google Playstore.

Rai added that the app user can save basic medical details in the app and Savior sends it to the concerned hospital with one tap on the SoS button.

If the app user wants to keep friends and family informed when he/she is in need, Savior app has an option to set emergency contacts who need to be notified during an emergency. Also, Savior allows the app user to call ambulances for himself/herself or others by tapping on “Get Help”. If multiple ambulances are needed, then Savior has an option for it too.

Lack of awareness

Cardiac Electrophysiologist Dr. Maneesh Rai said owing to lack of awareness in handling medical emergencies in India, many deaths occur en-route to hospital. First aid and life saving skills will help patients survive.

The app reduces the time taken to reach the hospital of the user’s choice even if the ambulance that picks the patient belongs to another.

Specialist in Department of Emergency Medicine Dr Jeedhu Radhakrishnan said as a part of Savior campaign, its network hospitals had interacted with 850 college students in Mangaluru. With basic life saving skills training, people can make an impact and save lives during an emergency. Those interested, are trained and certified by the Savior team. A curriculum of life saving skills has been prepared for 8th to 10th standard students too.

“We are approaching schools and colleges because it is attitude change that can save the lives,” he said.
Great! But wonder how much of telemedicine features can be incorporated into this. If at least there is way to help in firstaid (using mobile camera) it would be great. Having firstaid procedures on finger tips is always useful.

Other thing is how the emergency cases are priotized. Hope system will not be disturbed by too many false alarms!

Another thing is as I stated earlier we want autorikshaws also included in this. At least autorikshaw emergency service is useful for low-prority (less-emergency) cases when all ambulances are busy attending high-prority cases.

"service on call", "GPS based vehicle tracking" are welcome smart moves by autorickshaw drivers keeping in phase with smart city requirements. "service on call" is very important in medical emergency cases due to limited availability (especially during night) and non-manoeuvrability of ambulances in narrow streets. 'Central Command Centre' to come up in Smart City

I love those 20 walkways if they are developed as in developed countries hoping that people will not alter them once they are laid. But what I know is both 20 walk ways, 20 km cycle track will be used for car parking in spite of CCC monitoring them through CCTVs. Why not they have included automatic car tracking system?

I was thinking so far processed water will be used by industries like MRPL. Whether the city is generating more waste water then needed by industries? Will houses with water harvesting facilities also need processed water?

District in-charge Minister B. Ramanath Rai inaugurated the consultative meeting in the morning while Chief Minister’s Principal Secretary Tushar Girinath gave an overview of Vision 2025 concept.

Issues were broadly classified under five themes. Eminent persons from respective fields and students were part of groups, each group having about 20 people. The groups, after detailed discussions, presented suggestions in the afternoon.

Suggestions

The former Kanara Chamber of Commerce and Industry president Jeevan Saldanha presented the overview of urban theme and said that there should be all-inclusive industrial townships. Communal harmony is a must for the overall development of the region even as strict compliance should be ensured to building by-laws.

Children should be involved in social service such as the NSS and physical activities right from school and college days, said retired professor in community development Rita Noronha, who led the group on social justice. Education has to be inclusive with gender and social sensitisation. Responding, Mr. Girinath agreed that the higher education sector lacked standardisation and the Knowledge Commission was working on it.

Special Agriculture Economic Zone, green army to address labour shortage, cold storage facility, scientific pricing for produces, value addition to jackfruit, agro-tourism, agro-fest and solar-enabled fish drying were some of the suggestions given by the group on agriculture led by Shivakumar Magada, Professor of Aquatic Biology, College of Fisheries, Mangaluru.

On the other hand, the group on industries led by industrialist Prakash Kalbavi suggested that Dakshina Kannada be made a hub of knowledge activities, including IT and ITES, by providing adequate facilities. More mega industries should come up in the region, it said and urged the government to thoroughly revamp port connectivity. The district has the potential to become the tourism gateway of the State, it said. Prajna Counselling Director Hilda Rayappan speaking for the group on governance said that Sakala should be extended to all departments. Policing should be people-friendly while law and order and investigation should be separated, she said.

Will they open a new link in MyGov.in for Dakshina Kannada? Aren't they going to conduct opinion polls?

Whether 'Pashchima Vahini' project will be completed by year 2025 or not? Whether all cities of DK get 24x7 water supply? (The real estate mafia of the parched city is really afraid of this as once this is achieved people & investors move to water rich region. So it would be hard to get the government money for this although it is a fraction of money the government wasting on the parched city.)

Let us also have a vision to achieve 'Smart Tulunadu' by year 2032. By that time we should have full 'Tulunadu Enterprise Resource Planning' application fully ready. But who will be CEO of Tulunadu?

Summa: After the central government established 'Software Incubation Centre' at Mallikatta, the state government now is going to establish 10,000 square meter 'Hardware Incubation Centre' near KSRTC Busstop, Bejai. This will have innovative hardware design facilities and will be inaugurated in December this year.

Wonder whether this is so called 'Common Instrumentation Centre'! When will Mangalore get 'Makers Space' and 'Marine Biotech Incubation Centre'?

Whether in Mulki enough government land is available for 'Marine Knowledge City'? This could have 'distributed campus' (vs 'central campus') structure like Oxford University with individual departments or institutes located in different sites but closer to each other.

Kamath, Karnataka Bank Chairman P. Jayaram Bhat and other bankers on setting up the school. The college and its alumni would press the government to sanction Rs. 50 crore for the school, he said.
