construction question - what is this...

i see it in pictures of buildings under construction all over the world from Toronto to London to Seoul etc etc.

where there is this like a box that rises up with the building as it goes up - whats different about this way to what gets done here in vancouver - never seen this "box" method used out here...

My only guess would be that it is used to prevent objects from falling off the side onto the ground below.

Maybe they want to knock a few people over the head in Vancouver
