True, in general, but major residential projects (like the Olympic Village) have a lot of new infrastructure associated with them. In the case of the Olympic Village, things like the Southeast False Creek Neighbourhood Energy Utility, seawall/bike path expansion, new and reconstructed roads, park space, etc.
