Actually, as a long time resident of Northern Liberties, and someone who occasionally attends NLNA meetings and ZBA hearings, the area between 6th and Front, to Spring Garden and Vine has always been considered part of Northern Liberties, at least to us locals. I'm sure many will disagree with that assessment, and that's ok, but it's true none the less.

So...Was he going to build this and decided to pull out? Or was this always the plan?

This was always this plan. This is actually really good news, because Mark Rubin is not a developer. Let's hope a developer comes in and purchases the land to move forward.
