Not true. You now only need 50,000 in the city core and 100,00 in the metro area to become a CMA. StatCan changed the rules in 2006.

I'm sure they can always change the rules though.

What's interesting is seeing Oshawa, Toronto and Hamilton grow into each other. I wonder if StatCan will ever formally recognize this area as one big conurbation.
